본 연구는 유럽 주요 국가들의 노인 대상 최저소득보장제도의 분석을 목적으로 이루어졌다. 이를 위하여 최저소득보장제도의 이론적 논의 및 유럽에서의 최근 현황을 검토하였다. 그리고 프랑스, 독일, 스웨덴의 최저소득보장제도 및 주된 공적연금의 현황을 분석하였다. 본 연구의 결과는 다음과 같다. 첫째, 주된 공적연금을 중심으로 공적노후소득보장체제를 설계하되, 주된 공적연금이 해결할 수 없는 노인빈곤 문제를 완화하기 위하여 보장성이 강한 중층의 MIPs가 중요하다. 둘째, 빈곤율 완화를 목적으로 할 경우, 주된 공적연금의 수급자 범위와 급여수준이 적정하다면, MIPs의 최대 급여수준은 중위 소득의 50% 이상이 될 수 있도록 하여야 노인빈곤 문제가 완화될 수 있을 것이다. 즉, 주된 공적연금의 급여수준이 낮거나 받지 못하는 사람들을 대상으로 적정 수준의 MIPs를 운영하여야 노인 빈곤율 완화의 효과가 나타날 수 있을 것이다.
The purpose of this study is to analyze the Minimum Income Protection system for the elderly in European countries. Thus, first of all, the theoretical discussion of the Minimum Income Protection and the current situation in Europe were reviewed. In addition, the current situation of Minimum Income Protection systems and main public pensions in France, Germany, and Sweden were analyzed.
The results of this study are as follows. First, while designing the public old-age income security system centering on the main public pension, multi-layer MIPs with adequate benefit level are important to alleviate the elderly poverty problem that the main public pension cannot solve. Second, for the purpose of alleviating the poverty rate, if the coverage of beneficiaries of the main public pension and the level of benefit are adequate, the maximum benefit level of MIPs should be set to 50% or more of the median income in order to alleviate the problem of poverty among the elderly. In other words, the effect of reducing the poverty rate of the elderly can be seen only when an adequate level of MIPs is operated for those who receive low or no benefits from the main public pension.
