한국의 연금 개혁은 세계에서도 가장 심각한 저출생 고령화의 도전, OECD 최고의 노인 빈곤과 노후소득의 불평등, 공적연금의 재정적 지속 가능성과 세대 간 · 세대내 재분배의 형평성 문제를 동시에 해결해야 하는 과제를 안고 있다. 특히, 기초연금과 국민연금 간의 제도적 중복과 충돌의 문제는 공적연금의 재정 안정화는 물론 형평성과 효율성 차원에서도 반드시 해결을 요하는 문제이다. 이는 연금 보험료율 인상과 수급 연령 상향과 같은 모수 개혁만으로는 해결할 수 없으며 획기적인 구조 개혁이 불가피하다. 첫째, 연금 수급 연령 상향 및 활동적 노화(active ageing)를 뒷받침하는 연금 개혁과 노동 시장 개혁이 함께 이루어져야 한다. 둘째, 모든 성인을 자동 가입시켜 보험료를 모든 노동소득에 원천 징수함으로써 보편적 소득보험체제를 확립하고, 기여 기반과 실질 소득대체율을 대폭 향상시킨다. 특수직역연금 중 국민연금보험료 만큼은 국민연금에 흡수 통합한다. 셋째, 국민연금의 소득 비례 급여(B급여)는 수익비를 1에 근접시켜 재정 안정화를 이루도록 하며, 국민연금의 소득 재분배 급여(A급여)와 기초연금을 통합하여 조세 기반으로 모든 노인에게 최소한의 소득을 보장하는 마이너스 소득세 방식의 기초연금을 도입한다. 이러한 개혁을 통해 평균 소득자의 실질 소득대체율을 현 25% 이하에서 40% 수준으로 높이며, 퇴직연금이나 국민연금에 흡수 통합되지 않은 직역연금으로 15% 이상의 소득대체율을 추가할 수 있다. 마이너스 소득세 방식 기초연금(A급여)의 최대 소170 동향과전망 119호요 재정은 2080년에 GDP의 4.4% 정도로 현 기초연금 유지 시 최대 소요 재정 GDP의 3.0%에 비해 1.4% 이내의 재정만 추가로 투입하면 국민연금의 재정 안정화와 노후소득 보장을 동시에 이룰 수 있다.
The pension reform in Korea must address the challenges of low birth rates and aging population, old-age poverty and inequality in retirement income, financial stability, and intergenerational and intragenerational equity issues simultaneously. The pension reform should support active aging, being accompanied by labor market reforms. A universal income insurance system should be established by automatically enrolling all adults and collecting insurance premiums from all sources of labor income, which will significantly increase the contribution base and the real income replacement rate. The part of the special occupational pension that corresponds to the national pension insurance premium is absorbed and integrated into the national pension.
The earnings-proportional benefit of the National Pension Scheme (B benefit) should be adjusted to approach a benefit-cost ratio of 1, achieving fiscal sustainability, and a negative income tax-type basic pension system, fiꠓnanced by taxes, should be introduced in order to guarantee a minimum inꠓcome to all elderly citizens, by integrating the redistributive benefit(A benefit) of the national pension and the existing basic pension. Through these reforms, the replacement rate of real income for an average earner can be increased from the current level of 24% to 40%, and an additional income replacement rate of 15% or over can be provided through occupational pensions and special occupational pensions that are not absorbed into the national pension. The maximum fiscal requirement for the negative income tax-type basic pension (A-benefit) is around 4.4% of GDP, which is just 1.4% of GDP more than the maximum required budget for the current basic pension. With this additional fiscal commitment, it is possible to achieve both financial stability of the National Pension and adequate old-age income protection for all.
