법인세수는 국세를 구성하는 세목 중 변동성이 가장 높은 것으로 알려져 있다. 변동성이 높다는 법인세수의 특성은 정부가 법인세 제도를 변화시켰을 때 그 효과가 경기 상황에 따라 크게 증폭되거나 반감될 수 있음을 시사한다. 특히, 최근의 법인세수는 경기 둔화 국면에서도 상당히 증가하는 양상을 보이는데 이를 정부 정책적인 요인과 경기적 요인으로 분해하여 그 주요 원인을 밝히는 것은 학술적으로 유용한 가치를 지닌다.
이 연구는 연도별 법인세 신고실적을 크게 네 가지 요인으로 구분하여 분해하였다. 제도적 요인은 과세제도 변동과 소득분포 변동으로 구분하였으며 경기적 요인은 기업수 변동과평균소득 변동으로 구분하였다. 분석 결과 경기적 변동 요인뿐만 아니라 정책적 요인으로 인한 법인세수 변동성도 큰 것을 확인할 수 있었다. 정책적 요인을 구성하는 두 요인 중 과세제도 변동이 높은 비중을 차지했는데 대부분이 가장 높은 소득구간에 속하는 대기업 집단에 대한 제도 변화에서 발생하고 있음 또한 확인하였다.
Corporate income tax revenue is known to be the most volatile component among the tax categories. The characteristic of high volatility of corporate tax revenue implies that the effect of changes in the corporate tax system by the government can be greatly amplified or reduced depending on the economic situation. Data shows that recent corporate income tax revenue has shown a substantial increase even during economic slowdowns, and it is academically useful to decompose the main causes of this phenomenon into governmental policy and economic components. This study decomposed the annual corporate income tax revenue into four major factors: institutional factors, which are divided into tax system changes and income distribution changes, and economic factors, which are divided into changes in the number of companies and changes in average income. The analysis showed that the volatility of corporate income tax revenue due to policy factors is significant. Among the two factors that make up policy factors, tax system changes had a high proportion, and it was confirmed that most of them were due to changes in the system for large corporations belonging to the highest income bracket.
