본 연구는 질적연구 방법론을 통해 국제개발의 현지화(localization) 이행을 캄보디아 사례를 통해 분석한다. 현지화(localization)에 대한 논의는 2016년 5월 이스탄불에서 열린 세계인도주의 정상회의(World Humanitarian Summit)와 그랜드바겐(Grand Bargain) 합의 시점보다 훨씬 오래전부터 이어져 왔지만, 현지의 목소리를 반영하는 노력은 부족하였다. 이에 본 연구는 캄보디아 NGO들이 현장에서 경험한 현지화에 관해서 캄보디아 NGO 활동가들의 실천적 경험의 의미와 본질을 파악하고 직면하는 도전과제와 한계점을 고찰하고자 한다. 이를 위해 질적연구 방법 중 현상학적 연구로 접근하면서 Colaizzi 방법론을 사용하였다. 연구를 위해 14명의 캄보디아 NGO 실무자(7명: 국제 NGO, 7명: 현지 NGO)를 대상으로 총 5개월의 걸친 인터뷰와 연구 자료의 확인 작업을 진행하였다. 수집된 연구 자료를 바탕으로 현지의 실무자들이 현지화의 어떤 경험을 하였는지, 그러한 경험이 현장에서 어떻게 이행되고 도전받는지 분석하였다. 자료는 Colaizzi 분석 7단계를 적용하였고 34개의 주제를 도출하고 연구참여자 경험의 유사성을 분석하여 12개의 주제로 결집하였다. 연구 결과, 캄보디아에 대한 공여 기관들의 원조기금 축소, 캄보디아 NGO 간 모금 경쟁 심화, NGO 직원의 이직률 증가, 그리고 공여 기관의 과도한 요구 등이 도전과제로 발견되었다. 이로 인해 국제 NGO로 모금이 집중되고, 현지 NGO의 성장이 제약을 받는 결과를 초래하였다. 이는 결국, 현지에서 현지화에 대한 기대가 사라지고 현지화에 대한 내부 저항으로 이어졌다. 이러한 결과를 바탕으로 투명한 의사소통, 현지 기관 역량 강화, 현지 리더십 존중과 신뢰 강화, 완전한 의사결정, 그리고 국제 원조시스템의 구조적 장애물 제거 등을 제안하였다.
This study utilizes qualitative research methodology to investigate the implementation of localization in international development, focusing on the Cambodia context. The discussion on localization has been explored long before the World Humanitarian Summit and Grand Bargain held in Istanbul, Turkey, in May 2016, yet effort to incorporate local voices have been lacking. Consequently, this study aims to comprehend the significance and essence of localization as experienced and perceived by Cambodian NGOs. It aims to achieve by delving into the practical experiences of Cambodian NGOs, and exploring the challenges and constraints they encounter. Utilizing the Colaizzi methodology within a phenomenological research framework, in-depth interviews spanning five months were conducted with 14 Cambodian NGOs, including representatives from 7 international NGOs and 7 local NGOs. Through data analysis using the 7 step Colaizzi approach, 34 themes emerged, which were subsequently synthesized into 12 cluster themes. These themes were categorized into five key domains: political and social factor, organizational factor, leadership factor, policy factor, and behavioral factor.
The results of the study underscore several challenges, including the reduction in aid funding to Cambodia, heightened competition for funding among Cambodian NGOs, increased turnover rates among NGO staff, and amplified donor expectations. This trend has resulted in a concentration of aid funding towards international NGOs, constraining the empowerment of local communities and breeding skepticism and internal resistance to localization efforts. Based on these findings, recommendations include fostering transparent communication, strengthening the capacity of local communities, respecting and trusting local leadership, providing full decision-making authority, and addressing structural barriers within the international aid system.
