본 연구는 공공기관이 탄소중립 추진을 요구받는 제도적 환경 속에서 12개 기금관리형 준정부기관의 탄소중립을 위한 실천적 활동을 살펴보고, 제도적 동형화(institutional isomorphism) 이론을 활용하여 정당성 추구 방식과 정책 확산과정을 분석하였다.
분석 결과, 12개 기관은 다양한 친환경・탄소중립 활동을 수행하였는데, 각 기관의 본질적 사업이 상이함에도 불구하고 조직유형이나 수행방식에 있어 유사성을 보여 제도적 동형화를 확인할 수 있었다. 이같은 제도적 동형화는 「탄소중립기본법」상의 공공기관의 책임과 상위 기관의 감독, 공공기관 경영평가와 사회의 기대와 같은 강압적 동형화 기제에 의해 촉진되었다. 또한 탄소중립 기술의 불확실성, 정권에 따른 정책의 급격한 변화로 인한 목표설정의 어려움이 다른 기관들을 벤치마킹하는 모방적 동형화를 촉진하였다. 이때 강압적 동형화와 모방적 동형화는 배타적으로 구분되기보다는 서로 연계되면서 다차원적인 특징을 보임을 확인할 수 있었다. 즉, 법률과 공공기관 경영평가, 그리고 사회적 기대가 강압적 동형화 기제로 작동된 후, 동형화의 방식에 있어서는 모방적 동형화가 발생하였다.
탄소중립 정책 확산 과정에 대한 분석으로부터 도출한 정책적 시사점은 다음과 같다. 첫째, 동형화에 의해 탄소중립 제도가 확산되는 것은 긍정적이지만 각 공공기관들 본연의 사업에 기반을 둔 고유의 탄소중립 실천활동을 수행할 필요가 있다. 공공기관은 에너지, 금융, 노동, 보건 등 다양한 분야의 사업을 수행하므로 이들 분야에서 본연의 업을 통한 탄소중립 활동을 추진함으로써 탄소중립 전환을 선도하여야 한다. 둘째, 국정과제를 신속하게 구현하고 확산시키고자 할 때 구성원에게 정당성을 납득시키는 제도적 압력으로써 공공기관 경영평가라는 정책 수단을 활용할 필요가 있다. 공공기관은 정부의 공공사업 수행을 위해 설립되기에 국정과제로부터 공공기관 경영평가의 평가지표를 구체화하여 경영평가를 실시한다면 정부의 핵심적 정책가치 구현에 기여할 수 있을 것이다.
This study explores the carbon neutrality activities of 12 fund-managed quasigovernmental organizations which are required to promote carbon neutrality policy, and analyzes the process of policy diffusion using institutional isomorphism theory.
As a result, 12 institutions carried out various eco-friendly and carbon neutral activities, showing similarities in organizational types and methods of implementation despite of the different mission and core business of each institution. The institutional isomorphism was promoted by coercive isomorphism mechanisms such as the responsibility of public institutions under Carbon Neutrality Act, supervision of higher institutions, management evaluation of public institutions, and social expectations.
In addition, the uncertainty of carbon neutral technology and the difficulty of setting goals due to rapid changes in policies according to the regime have promoted imitative isomorphism that benchmarks other institutions. Each type of institutional isomorphism showed multidimensional characteristics as they were linked to each other rather than exclusively distinguished.
The policy implications of this study are as follows. First, it is necessary for each public institution to carry out its own carbon neutrality activities based on its original business. Since public institutions carry out projects in various fields such as energy, finance, labor, and etc. they should promote carbon neutrality activities which are related to their own businesses. Second, management evaluation of public institutions could be a useful tool to implement new policies quickly and realize the government’s core policy values because public institutions are established by law to carry out public projects and rely on the government for resources.
