본 연구는 정책의제설정과정에서 시민참여가 미치는 영향과 이러한 시민참여와 정책의제설정중 문제흐름과 정책흐름의 관계에서 정부신뢰가 미치는 영향을 분석하는 것이다. 분석결과, 시민참여의 여러 유형중에서 관객형 참여인 정치․사회 현안에 대해 주변인과 대화, 정부나 언론에 의견 제시, 과도형 참여인 시위․집회 참여, 정부신뢰, 정치․사회 현안에 대해 주변인과 대화가 많고 정부신뢰가 높은 경우, 서명운동 참여가 많고 정부신뢰가 높은 경우에 정책의제설정과정중 문제흐름과 정책흐름 모두에 영향을 미쳤고, 이러한 공통적 요인들이외에 정책흐름에만 영향을 미치는 요인들로 관객형 참여유형으로는 정치․사회 현안에 대해 온라인상 의견피력, 공무원․정치인에 민원전달, 투사형 참여유형으로는 서명운동 참여, 탄원서․진정서․청원서 제출이다. 이에 따라, 정책의제설정에 영향을 미칠 수 있는 포괄적인 시민참여 정책방안들이 필요하다. 첫째, 참여적 의사결정 방식의 적극적 활용이다. 이를 위하여 문제흐름과 정책흐름 과정에 여론조사, 시나리오 워크숍, 시민배심원제, 합의회의 등을 이용하는 것이 필요하다. 둘째, 정책혁신가의 역할을 활성화하는 것이다. 정책혁신가는 기회의 창이 출현할 때 정치흐름과 문제흐름을 결합시키는 역할을 수행한다. 셋째, 정책의제설정과정에 시민참여를 활성화하기 위하여 주민자치회의를 활성화하고 정책의제설정에 활용한다.
The purpose of this study is to analyze the effect of citizen participation in the process of policy setting and the effect of government trust on the relationship between the problem stream and policy stream among citizen participation. As a result of the analysis, it was found that among the various types of citizen participation, the opinions of the neighborhood and dialogue about the political and social issues such as audience participation type, opinions to the government and the media, high dialogue with high government trust, high participation of signatory campaigns with high government trust influenced problem stream and policy stream during the process of policy agenda setting. Accordingly, civil participation policy measures that can influence policy setting are needed. First, it is the active use of participatory decision making. It is necessary to use public opinion surveys, scenario workshops, citizens' juries, consensus meetings. Second, it is to activate the role of policy innovators. Third, in order to activate citizen participation in the process of setting up the policy, it is necessary to activate the residents 'residents' association and utilize it for the policy setting.
