본 연구는 몽골 이주노동자 자녀의 교육전략에 주목하여, 교육제도와 이민정책이 이주청소년의 진로 형성과 이주 형태에 어떠한 요인으로 작용하고 있는가에 대하여 분석하는 것을 목적으로 한다. 이를 위하여 몽골에 귀국한 이주청소년 17명과 현지 중등교육기관 5개교의 교원을 대상으로 면접 조사를 진행하였다. 한국과 몽골 사이에서 이주가족의 귀국과 재이주의 과정에서 나타나는 교육 선택과 진로형성과정에 주목한 본 연구의 주요한 결과는 다음과 같다. 첫째, 몽골 이주노동자 자녀에게 나타나고 있는 중학교에서 고등학교 진학 시점에서의 귀국 현상은, 한국의 교육제도에 대한 ‘비연속성 대한 전략’으로 발생한 교육 선택으로 해석할 수 있다. 둘째, 몽골 이주노동자 자녀가 한국 체류 시부터 가지고 있었던 한국 대학교로 진학하고자 하는 교육포부는 몽골로 귀국한 후에도 냉각되지 않은 채 그대로 유지 또는 강화되고 있었고, 이는 대학 진학단계에서 한국으로 재이주하는 현상으로 이어지고 있었다. 이러한 교육 선택에는, 그들의 한국에서의 ‘이주경험’이 몽골 사회에서 커리어를 형성하는 과정에 부정적 요인으로 작용하는 반면, 대학교 진학 과정에서 그들을 한국으로 유입시키는 긍정적 요인으로 작용하고 있는 것에 의한 것으로 해석할 수 있다. 본 연구의 분석 결과는, 이주청소년의 교육 문제를 접근하기 위해서는 ‘각 교육 단계에서의 포섭’ 방식에 대한 논의뿐만 아니라, 각 교육과정에 적용되고 있는 교육이념의 연속성에 대하여 주목해야할 필요성을 제기하고 있다. 몽골 이주노동자 자녀의 교육전략과 이주 형태는, 고등교육단계의 선발제도에서 이주청소년의 이주 배경에 따른 선별적 포섭（배제）과 대학의 국제화정책의 두 가지 제도 사이에서 일어난 ‘교육 회귀 현상’이라고 볼 수 있다.
