본 연구의 목적은 고령장애인의 인권이자 기본권으로서의 건강권 보장 및 생활만족도 향상을 위하여 실효성 있는 정책과 제도 측면의 방안을 제시하는 데 있다. 건강할 권리, 건강 관련 서비스에의 권리, 건강 관련 서비스 체계 내에서의 권리 등 건강권 영역별 지표를 기준으로 하여 유형을 도출하였고, 이에 따른 차이 및 생활만족도에 대한 영향을 검증하였다. 분석 자료는 2020년 장애인실태조사 자료로, 만 65세 이상 고령장애인 총 3,375명의 자료가 활용되었다. 연구 결과, 고령장애인의 건강권은 포괄적 건강권, 서비스 중심 건강권 및 제한적 건강권의 3개 유형이 도출되었다. 그리고 건강 관련 서비스에의 권리에 비하여 건강할 권리 및 건강 관련 서비스 체계 내에서의 권리 보장이 취약한 것으로 나타났으며, 생활만족도에 있어서 건강권의 유형별로 차이가 있음을 확인하였다. 이와 같은 결과를 기반으로 건강권 보장을 통한 고령장애인의 삶의 질을 향상하기 위한 구체적인 개입 방안을 제언하였다.

The purpose of this study is to propose effective policies and institutional measures to ensure for older adults with disabilities their health rights as fundamental human rights and improved life satisfaction. Based on indicators in various domains of health rights, such as the right to be healthy, the right to health care, and the right in the health care system, typologies were derived, and the resulting differences and their impact on life satisfaction were examined. The analysis used data from the 2020 National Survey of People with Disabilities conducted on a total of 3,375 older adults with disabilities (aged 65+) by the Ministry of Health and Welfare and the Korea Institute for Health and Social Affairs. The study revealed three types of health rights: comprehensive health rights, service-centered health rights, and limited health rights. It was found that the right to be healthy and the right in the health care system were relatively weaker compared to the right to health care. Furthermore, variations in life satisfaction were observed among different types of health rights. Based on these results, concrete intervention strategies were suggested to enhance the quality of life of older adults with disabilities through the guarantee of health rights.
