세계무역 자유화 시대에 EU와 뉴질랜드는 혁신적인 자유 무역 협정을 체결했다. EU-NZ FTA에 포함된 무역 및 지속가능개발(TSD) 장(章)은 상당히 진일보한 내용을 담고 있는데, 무역 협정을 통해 지속 가능성을 증진하려던 과거의 소프트한 (그래서 상당히 비판받았던) 접근 방식에서 강제력 있는 메커니즘으로 전환되었음을 보여준다. 본 논문은 내재적 자유주의, 신기능주의 및 제도주의 등 자유주의 이론을 통해 EU-NZ FTA의 함의를 분석하였다. EU-NZ FTA는 국제 기구의 중요성을 강조한다. EU-NZ FTA는 EU의 차세대 FTA에 대한 새로운 장을 열고 내재적 자유주의를 세계 무역에 적용하는 데에 기여할 것으로 기대된다. 이는 무역 협력을 통해 경제 개발을 추구하는 동안 사회적 우려 사항도 함께 고려해야 함을 의미한다.

The EU and New Zealand have concluded an innovative free trade agreement during a challenging period for global trade liberalization. The upgraded Trade and Sustainable Development (TSD) chapter in the EU-NZ FTA transitions from the previously criticized soft approach to promoting sustainability through trade agreements to an enforceable mechanism. This study analyzes the implications of the EU-NZ FTA through liberal theoretical lenses, including embedded liberalism, neo-functionalism and institutionalism. The EU-NZ FTA highlights the importance of international institutions. It is expected that the EU-NZ FTA will open a new chapter for the EU’s new generation FTAs in the future and deepen the application of embedded liberalism to global trade. This implies that societal concerns should be considered while pursuing economic development through trade cooperation.
