초록보기

 민주화 이후 정부신뢰에 대한 많은 연구들이 있지만 대통령 개인에 대한 신뢰와 정부의 정책에 대한 만족도가 정부신뢰에 어떤 영향을 미치는지 비교한 실증적 연구는 아직 부족한 실정이다. Miller(1974)와 Citrin(1974)의 논쟁에서 Miller(1974)는 정부정책에 대한 시민들의 평가가 정부신뢰 결정에 중요한 영향을 미친다고 주장한고 있다. 반면 Citrin(1974)은 대통령에 대한 이미지와 지지가 정부신뢰 결정에 중요한 영향을 미친다고 주장하고 있다. 이처럼 선행연구에 따르면 정부신뢰를 구성하는 함수에 있어서, 대통령에 대한 신뢰와 정부정책에 대한 만족도는 서로 경쟁적 관계임을 알 수 있다. 그러나 양자의 상대적 영향력을 비교 평가한 국내연구는 아직 드물다. 이에 본 연구는 한국종합사회조사(KGSS) 자료를 활용하여 정부신뢰에 영향을 미치는 대통령에 대한 신뢰와 시민들의 정부정책 평가의 상대적 영향력을 비교하고 있다. 본 연구의 분석결과 한국의 경우 정부정책에 대한 평가보다 대통령 개인에 대한 신뢰가 정부신뢰에 더 큰 영향을 준다는 Citrin의 논의가 상대적으로 더 부합하는 것으로 나타났다.
