The purpose of this study was to examine the installation and operating state of outdoor playgrounds in employer-supported childcare centers and to seek ways of improving and revitalizing the outdoor playgrounds. Four research questions were posed:

1. What is the state of the installation of outdoor playgrounds in employer-supported childcare centers?

2. What is the operating state of outdoor playgrounds in employer- supported childcare centers?

3. What is the awareness of the heads of employer-supported childcare centers on outdoor playgrounds?

4. What are possible ways to improve outdoor playgrounds in employer-supported childcare centers?

The subjects in this study were the chiefs of 470 employer-supported childcare centers(as of the end of January, 2011). A survey was conducted on all the selected chiefs, and the answer sheets from 203 respondents were analyzed. The response rate stood at 49.8 percent. The instrument used in this study to check the installation and utilization of outdoor playgrounds in the employer-supported childcare centers and explore workable reform measures was questionnaires used in earlier studies(Kim Soo-kyung, 2000; Kim Jung-soo, 2002; Nha Ok-in, 2000; Yoo Jung-sun, 2004; Shin Dong-ju, 2005; Choi In-soo, 2007), which were modified to serve the purpose of this study. As for data analysis, descriptive statistics involving frequency analysis, percentage analysis and crosstabs was utilized to find out the influence of the characteristics of the respondents on the selected major variables. A multiple response analysis was made when the items that asked them to pick out two or more answer choices were analyzed, and x2-test was carried out to look for any possible differences among the respondents. When the items that let them describe their answers without any restraints were analyzed, the themes and cases that were repeatedly found in their answers were selected, and then a frequency analysis was utilized by theme.

The major findings of the study were as follows:

First, 64.0 percent of the employer-supported childcare centers investigated were equipped with outdoor playgrounds. The installation rate of outdoor playgrounds hinged on the location of the childcare centers and the form of the buildings in which they were located.

Second, 96.9 percent of the employer-supported childcare centers equipped with outdoor playgrounds included outdoor play in their daily schedule. Whether they were legally required to install outdoor playgrounds or not made a statistically significant difference to their view of the necessity of outdoor playgrounds.

Fourth, concerning what improvements should be done about the legal installation standard of outdoor playgrounds, they put the most emphasis on stricter safety management criteria, and attached the second most importance to more reinforced criteria for the compulsory installation of playgrounds by childcare centers with an admission quota of 50 preschoolers.

In regard to how to dynamize the installation and operation of outdoor playgrounds, the largest group thought that employers should be well aware of the necessity of outdoor playgrounds with interest, and that the government should offer financial assistance for the installation and repair of outdoor playgrounds. Concerning the improvement of the related law and system, the greatest group stressed that exceptional clauses for the outdoor playgrounds of employer-supported childcare centers should be prepared.

Given the findings of the study, the following conclusion is reached:

First, the outdoor playgrounds of employer-supported childcare centers are installed by the employers, and exceptional clauses for the installation of outdoor playgrounds should be prepared in consideration of the circumstances of companies.

Second, as for what improvements should be done in outdoor playgrounds in employer-supported childcare centers, the biggest group gave weight to the improvement of physical environments. In terms of the spatial construction of outdoor playgrounds, a variety of sections should be prepared to let preschoolers engage in various kinds of physical and creative activities to suit their own interest. And the physical environments of outdoor playgrounds should be improved to take their quality to another level, and the legal installation criteria should be changed on a realistic basis.

Third, as to the necessity of outdoor playgrounds in employer- supported childcare centers, the majority of the heads were aware of it, but the employers were neither well cognizant of it nor paid much attention to outdoor playgrounds. In the future, employers should provide financial aid for the installation and operation of outdoor playgrounds with interest.
