초록보기

 This study was conducted to improve efficiency and reduce agricultural production cost through joint-use of agricultural machinery of the agricultural machinery rental service supported by Ministry of Food, Agriculture, Forestry and Fisheries and operated by city and country level local government. Current status of the agricultural machinery rental service was surveyed, economic effects were analyzed and the feasibility was confirmed, problems were addressed through statistical analysis of satisfaction of consumers and operational staffs and diagnosis of the business. Also based on achievements of the rental service, output efficiency against input was analyzed comprehensively, suitable output level was determined, bench-marking service examples were selected, and information useful for future direction of the business was provided for sustainable and independent self operation after 2015.

To achieve these objectives effectively, literature review was conducted, individual interview and survey for business operational staffs in the province, city, and county level local governments and consumers were conducted, expert opinion was collected. First survey was conducted for farmers from June 1 to 31, 2011. Second survey was conducted for operational staffs of the rental service in 123 city and county level Agricultural Technology Development and Extension Centers (ATDECs) from June 15 to July 31, 2011, using mail and interview methods, and the data were used for IPA diagnosis analysis. Third survey was conducted for the 123 ATDECs from March 12 to 23, 2012. Problematic data were removed, and analyses were carried out for 109 ATDECs. Through DEA (Data Envelopment Analysis) for the selected input (financial investment, labor investment, facility area, and number of machinery) and output (rental number and profit) variables, scale efficiency and type of scale profit were measured, and bench-marking service centers were selected based on reference group and citation number. The analyses were conducted with SPSS ver. 18.0 and EnPAS software packages.

Major findings were summarized as followings.

1. The production-inducing (669.4 billion ₩) and job-creation (4,256 persons) effects consisted of agricultural machinery industry (199.8 billion ₩ and 659 persons, respectively) and the other industrial areas (469.6 billion ₩ and 3,597 persons, respectively). Production-inducing and job-creation effects for other industrial areas were estimated as 2.4 and 5.5 times of those for agricultural machinery industry.

2. The production-inducing effects only by the rental service itself was about 7.8 billion ₩, and among them 4.2 billion ₩ was for non-agricultural industrial areas, which was 1.1 times of 3.7 billion ₩ for agricultural industry. Job-creation effects was 121 persons, and among them 51 persons were hired in non-agricultural areas and the other 70 persons were in agricultural area.

3. Economic influence of the agricultural machinery rental service could be recognized in two areas as increase of machinery demand and introduction of new business. Summing the economic influence, total production-inducing and job-creation effects were estimated as 677.2 billion ₩ and 4,377 persons, respectively.

4. When the Likeret scale of 5 was curved to 100, farmers' satisfaction for the rental service was 82.32 for current business operation, 85.94 for contribution to farming practices, 85.23 for future participation in the business, indicating recognition of the necessity of the rental service. Especially respondents whose satisfaction for current business operation was 57.8 showed the satisfaction for future participation of 72.7.

5. Service weight of the personnel in charge of agricultural machinery in city or county agricultural technology development and extension center (ATDEC) was analyzed. The duty weight was 57.5% and 28.2% for training and education, and the rental service, respectively. Satisfaction for working environment was 63.2, which was relatively low, considering wide working scope. Reasons of the low satisfaction were lack of expertise labor (55.9%), lack of efforts to improve working motivation (51.4%), and duty diversity (26.1%).

6. Results of continuation willingness of the rental service were in order of "very high" (42.4%), "high" (37.4%), and "a little high" (12.1%). Overall satisfaction of the rental service was 69.7 and continuation willingness was 84.7, indicating high necessity of the service.

7. Results of comprehensive diagnosis of the rental service using IPA showed that importance and satisfaction for 'achievement of business goal' and 'business content' were greater than average requiring progressive maintenance and management, and for 'business support' and 'operational system' were lower than average requiring long-term improvement. For 'business support', importance and satisfaction for 'business management by federal and local governments' and 'budget' were greater than average, and for 'administration and labor support' were lower than average. For 'operations system', those for 'long-term vision of business' and 'operational efficiency' were greater than average, and for 'cooperation between federal and local agencies' and 'cooperation with other organizations' were lower than average.

8. Technical efficiency (TE) and pure technical efficiency (PTE), indicators of return to investment, of the 109 rental service centers were calculated as 59.8% and 52.8%, respectively, indicating inefficiency of the service operation. Increase of rental charge would decrease the inefficiency by 52.8~59.8% depending on models, and decrease of financial and labor investment would improve the efficiency by about 12.4%.

9. Technical efficiency would be more important than scale efficiency for operation of the agricultural machinery rental service, therefore adjustment of over-invested budget and labor needed to be made together with increase of rental charge to improve the operation.

10. Among the ATDECs providing the rental service, 11 (10.1%), 41 (37.6%), and 57 (52.3%) were in state of CRS (constant return to scale), IRS (increasing return to scale), and DRS (decreasing return to scale), respectively. These indicated public aspects of the rental system, and lack of output component for input component, meaning that measurements to strengthen staffs and maximize utilization should be tried to improve the operational efficiency.

11. Among centers with efficient rental service, Cb-e (61 references) and Gb-s (60 references) ATDECs could be benchmarked as reference group by other ATDECs with inefficient service models in terms of combination of input and output components.

12. Efficiency analysis of the rental system by region showed that efficient ATDECs to be benchmarked by others were Gg-c and Gg-g in Kyeonggi, Gw-m in Kangwon, Cb-e in Chungbuk, Cn-o in Chungnam, Jb-k in Jeonbuk, Jn-c and Jn-h in Jeonnam, Gb-s in Kyeongbuk, and Gn-k in Kyeongnam.
