Since the middle of the 1990s, many festivals have been produced and launched in the purpose of the imaging-making as cultural cities and the regional revitalization.

A regional festival preserves the original culture and tradition of the place, and also improves the image of tourist destination by having the tour packages developed. In addition, it establishes the local identity by building up the strong sense of community, contributes to the local cultural development and economic revitalization, as well as enhances the interest and satisfaction of the visitors. Therefore, most local governments push forward the regional festivals as the primary cultural policy, and the central government also actively supports them by annually selecting the best Cultural Tourism Festivals among the festivals held in whole country.

Examining the characteristic of the current regional festivals, the 'performing arts festivals' comprise a relatively large proportion.

The performing arts festivals have enlarged the opportunities for the locals to enjoy the performing arts, by making the public easily access to the artistic performances through the festivals. Furthermore, they have aroused the public interest on the performing arts, and also have suggested the possibility as the civil festivals by holding the various events.

Many performing arts festivals have been recently developing, however, the participation and attention for them have been relatively low, comparing to the foreign performing arts festivals.

Despite of the quantitative growth, many festivals have faced the lack of participation and limitations of contents, and thus have ended just as events, rather than true festivals.

In this respect, this research aims to study on the theories of regional festivals and performing arts festivals, and to consider how to invigorate the festivals, with the case study on the Uijeongbu Music Theatre Festival, which is one of the representative regional performing arts festivals.

Uijeongbu Music Theatre Festival, as it has both aspects of a regional festival and a performing arts festival, has been considered to be suitable case for this research, and after the investigation of the current operating system and its improvement, the followings have been suggested.

In the first, the organizational structure of the Uijeongbu Music Theatre Festival needs to be reshuffled for its efficient operation. To boost outcome, it will be required to recruit and employ the full time staffs. Moreover, the extension of the artistic director's term will help to establish the long-term development plan.

Secondly, in the operational respect, the Uijeongbu Music Theatre Festival may need to further consider productive programming, ensuring stability of subsidiary programs, establishing its identity, expanding the opportunities of public participation and so on. Furthermore, it will be very important to increase arts education to develop the audience, and the improvement of the assessment system and consulting should not also be neglected for the long-term development of the festival.

Today, the regional performing arts festivals have emerged as the new resource for the regional development. Accordingly, the Uijeongbu Music Theatre Festival should establish its true identity and lay the new foundation of the festival industry by highlighting the characteristics of the regional culture.
