 This research has a purpose that how residents and community has changed and made throughout the local community activity and the residents' involvement based on the local newspaper from Jungwhangbon-Dong, Siheung-Si.

For achieving the purpose, these two things can be questionable. First, how do the residents encourage themselves to be involved in their community with the locals based on the local newspaper? Second, What changes did the local community bring up towards the residents and the local society?

The local community has made a close relationship with the residents through a harmony, cooperation and a support. Throughout this relationship, the solution that values a positive public influence can be found in a close-up on life. Besides, It is aimed at changing more qualitative life towards the residents and their society.

By limiting the subject of the village, which is an important element of the community, to the participating researchers, it showed the limitation of showing various actors' participation and opportunities. This paper will describe the participation of the local community based on the local newspaper.

For this, the specific place has set as a research area and the local newspaper 'BonDing SaengGak'. JungWangBonDong has 3 to 6 months' cycle of the huge influx of people and many residents. The percentage of immigrants and foreigners who are living in the area is 43% out of the area's population. This area has many welfare receivers who live in. They also have recycling, educational, cultural and economic issues that have arised.

Since May 2015,The local newspaper,'BonDongSaengGak', has been published when the five residents were involved in order to make a positive outcome of their area. Since 2018, this becomes as a local community business. It has been issuing monthly in order to promote the area towards others. This paper is sponsored by the Government and the local residents. Both parties agree that this promotion should be run by the residents with a high interests and participation. Therefore, the residents were educated in this area's history, custom and resources in order to lead the positives as well as to train the activists for this area's development. Throughout this education, the activists have participated.

To solve this research issues, a lot of literature, resources and the activists' comments were collected. This collected resources were used for the further developments such as the local events, participating activities and the activitist's education.

The first process of training the local activist is to solve the concerns of the local society as building the basic knowledge of the residents such as the local reporter, the local festival and the local interpretation.

They managed a resident's organization building on the local activists and prepared a process to support and develop activities through the process of collecting opinions. The local planning carried forward several strategies including the local material planning and the local newspaper, the local knowledgement, the material application, the local document.

The third is that the meeting among the locals has made. Also, the new knowledge of the practical activity carries on the further movement and that supports the residents to expand their activities.

By gaining the knowledge, the further movement that the activists try to seek their jobs expanded the local society in a positive way. As issuing the local newspaper, the local community has found that the development in the local system, the educational activity and the local news would be able to increase the role of the activists in the local.

Looking at the achievement and the change that the local society has made of the increased locals' positive movement, the local community system and the social network have established at first.

Second, the sharing moment where the residents and the activists are able to applicate and practice the new knowledge and skill depending on the circumstances that they have got. Also, there are conditions for the residents and activists that they can use for their local development to take place. Third, the local area also has developed as the activists and the residents' participation.

The change of the local community that has the understanding of the whole part of the local society with new acknowledgement. As well, it was the change of process to keep me and my family and my local society safe.
