This paper describes characteristic of freight transportation and develop a freight distribution model with capacity. Importance on four-step models of conventional freight transportation demand forecasting has been increased. In the field of freight distribution models, Gravity Model and Entropy Maximization Model are used in practice. But because these existing distribution models are based on passenger transportation theory, these models can't explain characteristic peculiar to the freight transportation. Shortly these models leave a matter out of consideration about local characteristic of freight and capacity constraints. Consideration about these attributions helps models to explain well characteristic of the freight transportation. This paper points out problem of existing distribution models according to situation. Also it presents characteristic of freight transportation. A formula is made by these concepts and entropy maximization. Capacity Indicator Distribution Model is built by this formula. Finally, the Capacity Indicator Distribution Model is more excellent to explain realistic freight characteristic than Gravity Model and Entropy Maximization Model. And then because this form of this model is similar to existing model, it is easy to apply
