건군 60주년을 맞이한 한국군대는 선진군을 지향하고 있다. 일반적으로 선진군대의 특징으로 군사적 특성을 거론하지만, 진정한 선진군대가 되기 위해서는 민군관계 역시 선진국에 걸맞게 발전해야 한다.

많은 연구에서 민군관계는 양자모델로 분석하지만, 군대에 대한 시민사회의 영향력이 커지는 선진국이 되려면 정치, 군대, 시민사회 3자를 민군관계 행위주체로 설정해야 한다고 보고, 이들 간의 관계를 분석할 필요가 있을 것이다.

현재 한국의 민군관계 분석을 바탕으로 향후 발전방향을 제시하면 다음과 같다. 첫째, 군대는 사회적합성을 높이기 위해 좀 더 노력해야한다. 국민들의 군대에 대한 국민들의 신뢰도는 상대적으로 높은 상태이다. 그러나 평시 국방의 중요성을 시민사회에 알리는 노력을 보다 강화하여야 할 것이며, 군 복무 중에 병사들의 인권이 침해되거나 시간을 낭비하는 일이 없도록 해야 한다. 둘째, 국가안보환경의 변화에 맞추어 군 역할을 재구성해야한다. 탈냉전시대 다중적이고 복합적인 안보위협에 대처하기 위해, 군대와 시민사회간의 기능배분을 검토하고 군이 어떠한 역할을 해야 하는지 체계적으로 재구성해야한다. 셋째, 군에 대한 민주적 관리방안을 만들어야한다. 군대, 정치, 시민사회는 민주적 거버넌스 구축에 서로 협력해야하며, 민군 간에 인식격차가 확대되지 않도록 유의해야한다.

그리고 민군관계가 이상과 같은 방향으로 발전하기위해서는 군방전문가집단, 예비역조직, 국방NGO, 언론기관 등 중간집단의 역할이 보다 활성화되어야 할 것이다.

In 2008, Koreans are celebrating the 60th anniversary of birth of Republic of Korea. Korean Society have changed from developing country via NICs to member country of the OECD since 1940's. Now, Korea have endeavored to be a genuine Advanced Country. And Korean military also has set the goal to be a advanced military.

Usually, the advanced military is characterized as high-tech, scientific, and professional. But, I think, the outer traits are not sufficient to define advanced military. As the Armed Forces always interact with the society, the Korean civil-military relations must be changed suitable to Advanced Society.

Many studies in the realm of civil-military relations suppose 2 actors, namely politics vs. military or civilian vs. military. But in the western advanced democratic society, the opinion in the civil society greatly influences to the military affairs. So this paper distinguished 3 actors in civil-military relations: politics, military and civil society.

And this paper presents three proposals to the new Korean civil-military relations. The first is to enhance the societal relevances of the military to the civil society. Koreans highly trust military organization relative to other state institutes. But the military might make more efforts to know the civil society the significances of national defense in peace time. And during the service, military should not make human right abuse and wast of time to the conscripts.

And the second is reforming the role of the military as the change of the national security environments. In the post-cold ear, the security threats to the Korea could be characterized as multilateral and complex. To accomplish the duties, the role of the military must be arranged carefully and appropriately.

The third and the last is to establish the democratic governance of the military. To build a democratic governance of the military, politics, civil society and military elites should collaborate with each other. And democratic governance of the military also prevents widening of the civil-military gap.

Throughout the paper, it is emphasized the role of intermediate groups. In a democratic civil-military relations, civilian defense experts, veteran's organizations, defense NGOs, and media are to be activated as positive messengers among politics, military and civil society.
