Public participation has been increasing in public administration process. In emergency situation such as disaster, especially, local residents' participation is expected to support limited government's ability. This research is based on the assumption that the government officials' attitudes toward residents' participation influence the participation performance. The Hebei Spirit oil spill accident on December 7, 2007, was selected as a case study to compare the attitudes and perceptions between local residents and government officials. Sixty-three questionnaires were distributed and 57 peoples were responded including 18 government officials. The key findings are as follows. First, residents responded that it is not easy to express their opinions in the recovery process; while local officials think that there are no difficulties for participants to present their opinions. Second, residents and government officials show different perceptions regarding government relationships with local residents. However, the government officials and residents share the same idea that the local residents' participation has resulted in better performance by providing local specific information and oil cleanup method. Third, respondents of two groups are all recognize that the participation of NGOs is not helpful to increase the amount of compensation for damage as well as to complete compensation process quickly, in spite of their efforts. Overall, the study results indicate that two groups' perception on residents' participation is significantly different.
