본 연구는 18대 국회 상임위원회 의원들의 정치적 선호도와 의정경험을 통해 상임위원회 구성의 특징을 분석하고 각 정당이 위원회 배정에 있어 중요하게 고려하는 부분은 무엇인지 알아보는 것을 목적으로 삼고 있다. 이를 위해 18대 국회 각 상임위원회 의원들의 평균 당선횟수와 정치적 선호도가 다른 의원들과 차이가 있는지 분석해 보았다. 특히 이를 17대 국회와 비교해 봄으로써 상임위원회 배정에 있어 나타나는 일반적 특징은 무엇인지 알아보았다. 분석결과 대부분 위원회 의원들의 정치적 선호도와 당선횟수는 본회의와 소속 정당과 커다란 차이를 보이고 있지 않았다. 몇 위원회의 정치적 선호도와 당선횟수가 본회의 및 소속 정당과 다르게 나타났으나 예상과 크게 다르지 않았다. 18대 국회의 상임위원회 배정 결과를 설명함에 있어 정당이익이론과 정보확산이론이 이익분배이론보다 좀 더 타당성을 띠고 있다고 말할 수 있다. 그러나 이러한 정치적 선호도뿐만 아니라 선임우선주의를 중시하는 한국 정치문화 속에서 상임위원회 구성을 설명함에 있어 의정경험 또한 중요한 요소라는 점을 발견할 수 있다. 이와 함께 정당들은 주요 정치 현안 및 정당들이 처한 정치적 상황에 따라 상임위원회 배정에 차이점을 보이고 있음을 알 수 있었다. 본 연구의 결과를 통해 상임위원회 배정의 일반적 규칙성을 논하는 것은 쉽지 않다. 그러나 17대 국회와 18대 국회 전반기 상임위원회 배정을 통해 일반적으로 나타나는 특징을 알아볼 수 있었다는 점에서 커다란 의의가 있다고 하겠다. 이러한 축적된 경험적 결과들은 상임위원회를 이해하고 설명하는 데 많은 공헌을 할 것이라 기대된다.

This study aims at analyzing the role of the committee and inspecting what

are important factors in assigning committees by examining preferences and

terms of committee members. For these, the study tests whether the mean of

political preference and legislative term in each committee is different from its

chamber and parties. In particular, the study attempts to compare the results of

18th National Assembly with those of the 17th National Assembly. In performing

a mean test shows that there are the committees whose members are

composed of preference outliers. Likewise, results shows some committees are composed of members with high legislative experiences. However, the results are not different from the general expectation. The study shows that in general the preferences and terms of committee members represent their chambers and parties.

In explaining the results of Standing Committees’ assignment, partisan theory

and informational theory are more comprehensive than distributive theory. But,

in a Korean political situation where the seniority system plays a role legislative experiences are of importance in committees assignment. It is hard to draw general characteristics of committee assignment from examining the 18th National Assembly and its comparison with 17th National Assembly. But if

these studies are carried out continuously, it is clear that they will contribute to the development of study on the assignment of Standing Committees.
