부산항과 광양항의 대규모 병행 개발을 통한 동북아 물류중심항만 정책은 그 동안 많은 성과를 가져왔으나, 양 항만간의 치열한 경쟁으로 인해 심각한 문제에 직면해 있다. 이에 따라 이를 해소하기 위한 방안으로 두 항만의 통합운영이 요구되고 있다. 통합운영의 필요성으로서는 1) 지나친 경쟁의 완화를 통한 조화로운 항만기능 확보, 2) 불필요한 요율인하 경쟁 및 국부유출 방지, 3) 거대항만을 육성하고자 하는 세계적 흐름과 동북아의 치열한 중심항만 경쟁속에서 국제경쟁력의 상실없이 중심항만 지위를 계속 유지?발전시킬 필요가 있기 때문이다. 이러한 필요성에 따라 이 연구에서는 양 항만에 공통적으로 기능하여 상호 경쟁하고 있는 컨테이너 터미널 부문의 운영, 관리, 개발과 관련되는 모든 업무를 통합하여 운영할 수 있는 방안을 제시하고 있다. 이 방안의 실효성 확보를 위해 양 항만당국이 조인트벤처를 결성하여 공정한 운영을 기할 수 있도록 하는 것이 최적방안으로 판단된다.

National policy for the construction of the ports of Busan and Kwangyang into Northeast Asian's Hub ports enhanced the competitiveness of the two ports strongly. However, from some years ago two ports have been confronted with serious problems due to the fierce competition between them. To cope with these problems, various measures could be considered. Consolidation of the operations of the two ports, however, is indispensible and most desirable among many alternatives. Under this background, this paper analyses the necessity of the consolidation of the two ports for the construction of cooperative relationship. The purpose of the consolidation lies in the construction of cooperative relationship between two ports through weakening the excessive competition, prevention of unnecessary price reduction, and facilitation of the construction of the Hub function in Northeast Asia. Through the analysis, partial consolidation which composed of the consolidation of the operations and development of the container terminals of the two ports is more better method rather than complete consolidation which composed of the consolidation of the two port authorities. Futhermore it was suggested that joint venture between the two port authorities should be established. And this joint venture has to operate and make port plan to develop the container terminals of the two ports. But for the perpetuation of the consolidation, this joint venture should be operated with fairness and efficiency.
