개발협력 글로벌 거버넌스(global governance)의 성공은 궁극적으로 규범 및 규칙의 정당성과 행위자들의 도덕적 의무감에 달려있는 바, 이를 위해서는 책임성 및 통일성의 강화가 필수적이다. 그러나 개발협력 글로벌 거버넌스는 선진국과 개도국의 역할 및 의무의 비대칭성 등의 구조적 요인에서 연유하는, 심각한 책임성 및 통일성 부족의 문제를 안고 있다. 이를 극복하기 위한 개발협력 글로벌 거버넌스의 노력은 상호책임성 강화, 브레튼 우드 기구(Bretton Woods Institutions) 개혁 그리고 새로운 총괄 국제기구의 설립 등을 중심으로 이루어지고 있다. 이러한 노력은 대체로 그 목표와 접근법 등이 적절하며 또 여러 문제점에도 불구하고 가시적인 성과도 내고 있는 것으로 평가된다. 그러나 앞으로 보다 큰 진전을 이루기 위해서는 다양한 행위자 간의 토론과 상호설득을 통한 심의의 강화, 그리고 보다 강력한 정치적 리더십의 역할 등을 필요로 한다.

In recent debates on global governance for development and poverty reduction, one thematic focus is reinforcing accountability and coherence, the ultimate key to development goals and targets, including the Millennium Development Goals. This paper, firstly, discusses the relationships between concepts of legitimacy, accountability and coherence in global development governance. Secondly, it examines the structures and processes of global development governance, exploring the causes of the lack of accountability and coherence. Finally, the paper assesses recent progress in strengthening accountability and coherence in global governance for development and poverty reduction.
