본 연구는 미국의 사회적 기업에 대한 지원 체계를 분석하고 그 문제점 및 시사점을 도출하며, 이를 토대로 우리의 경우에 사회적 기업을 지원하는 데서 필요한 정책적 제언을 하고자 하는 것이다. 이를 위하여 본 연구는 우선 이론적 측면에서 사회적 기업 및 사회적 기업가주의의 개념을 살펴보고, 미국과 유럽에서 사회적 기업을 어떻게 상이하게 이해하고 있는 지를 살펴보았다. 연구의 틀과 관련해서는 법제 체계, 행정 지원 체계, 재정 지원 체계, 정책 및 프로그램, 민간 부문의 사회적 지원 체계의 다섯 가지를 중심으로 분석 변수를 선정하였다. 다음은 이러한 다섯 가지 분석 변수에 입각하여 미국의 사회적 기업 지원 체계의 현황을 실증적으로 분석하였다. 이어서 이러한 현황 분석을 토대로 미국의 사회적 기업 지원 체계의 한계 및 시사점에 대해서 논의하였다. 마지막으로는 미국의 사회적 기업 지원 체계의 분석을 통해서 도출한 내용들을 토대로 우리나라의 사회적 기업 활성화를 위한 정책적 제언을 하였다.

The primary purpose of this article is to analyze the social enterprise support system of the United States and derive the policy implications to improve Korea's social enterprise support system. To the end, this article first examined the concepts of social enterprise and social entrepreneurship and then clarified the differences between European countries and the United States in understanding these concepts. With regard to the framework of the analysis, this article brought in the following five variables - legal-institutional system, administrative system, financial support system, policies and programs, and the social support system of the private sector. The following chapter, based on these five variables, conducted the empirical analysis on the contemporary situation of the social enterprise support system of the United States. Consecutively, this article debated over the problems and implications of the American system to support social enterprises. As a conclusion, this article suggested the policy directions to improve the Korea's social enterprise support system, by referring to the lessons from the case study on the social enterprise support system in the United States.
