공무원은 집권 정부의 정치철학과 정책 실현을 위해 최선을 다해야 한다는 의미의 정치적 중립 의무와, 단순히 정권과 정무직 상관에 충성할 것이 아니라 업무수행에 있어 전문가로서 공익의 관점에서 독자적인 접근을 해야 한다는 의미의 정치적 중립 의무를 동시에 이행할 것을 요구받는다. 본 연구에서는 이들 두 정치적 중립 의무 간의 상충성과 그에 기인된 공무원의 딜레마 문제를 집중적으로 논의한다. 한국공무원의 딜레마 문제를 부각시키기 위해 논의 과정에서 특정 사례를 소개하고 공무원의 관련 인식을 실증 분석하며, 결론에서 이러한 딜레마를 줄일 수 있는 기본 방향을 제시한다.

Civil servants have the duty of political neutrality in faithfully and zealously administering the decisions of the government in power. They also have the duty of political neutrality in remaining sufficiently independent to exercise impartial judgment in the public interest on the basis of their expertise and professional spirit. This study focuses on the conflicts between these two duties of political neutrality and the dilemma of carrying out them. The study covers the recent controversy surrounding the political neutrality of civil servants in Korea. It also reveals the perceptions of political neutrality among Korean civil servants based on survey results. In conclusion, the study suggests a way of avoiding the dilemma of carrying out the conflicting duties.
