교감은 계선 상으로는 교장 다음의 위계를 차지하고, 분업의 차원에서는 교사들의 성과를 통합․조정하는 관리자로서 학교조직의 성과와 직결되는 직무를 수행하는 직위이다. 그러나 학교 환경의 변화에 따른 교감제도 개선 요구에도 불구하고 실제적인 노력은 이루어지지 않고 있다. 본 연구에서는 교감의 직무와 역할에 관한 지속적인 쟁점들을 살펴보고, 최근 법제화된 교장공모제, 수석교사제 등과 관련하여 제기될 수 있는 쟁점과 과제들을 문헌을 중심으로 살펴보았다.

본 연구의 결과를 요약하면 첫째, 교감직과 관련된 지속적인 쟁점은 직무와 역할에 관한 규정의 미흡과 직무모호성이었다. 이와 관련하여 교감의 실제 직무를 중심으로 적절한 직무와 권한에 대한 법적 규정을 보완할 필요성이 과제로 제기되었다. 둘째, 교장공모제를 근간으로 한 현행 교장제도는 완전한 인간으로서의 교장을 전제로 한 것으로 교장 한 사람에게 모든 책임과 권한이 집중되는 점이 개선되지 않고 있어서 학교 민주화와 개방화에 걸림돌이 될 수 있다는 점이 쟁점으로 나타났다. 따라서 교감과의 협력적 관계에 의한 관리 영역의 배분을 추진하는 방향으로 교장-교감의 관계 재구조화가 과제로 나타났다. 셋째, 수석교사와 교감은 직무의 중복과 조직 위계상의 위치에서 오는 갈등을 가장 많이 경험할 수밖에 없다는 점이 쟁점으로 나타났다. 따라서 학교조직 구성원 전체 직무분석 결과를 토대로 한 교감과 수석교사의 직무 재구조화가 과제로 대두되었다.

Assistant principal in hierarchical line with principal is expected to take a role to integrate and coordinate school teacher’s accomplishment and outcomes of the school. However, despite of the needs to improve for existing system designating principal to the changes in school settings, practical model was not developed yet.

This study is to investigate the issues on the duties and roles of assistant principle, and analyse the literatures on the issues and tasks arisen in related to Open Recruiting Principal System. At first, one of the findings is that the continuing issues arise from lack of job descriptions for the duties and roles of assistant principal. In relation to this, constitutional regulation to define appropriate duties and rights for assistant principal needs to revise sooner or later. Secondly, it is notifiable that the existing system based on Open Recruiting Principal System is not allowed to step further in democratization and openness in school administration, because every duty and power is centered on the principal oneself. From this point, one of the solutions is to reconstruct the relationship between principal and assistant principal and to reassign their duties and rights for their cooperative relation. Thirdly, the study finds out that there are lots of conflicts between master teacher and assistant principal due to the duplicative duties in their status. Therefore, reconstructing the duties between master teacher and assistant principal is needed based on analyzing the job descriptions of the whole school members.
