November 6, 2003, President George W. Bush declared new Middle Eastern foreign policy, ``the Greater Middle East Initiative(GMEI)``. The core-contents of this policy was the reform of the Middle Eastern Islamic countries. The reform includes the democratization, liberalization and human development of Middle East. He stressed as following; “The United States has adopted a forward strategy of freedom in the Middle East. This strategy requires the same persistence and energy and idealism we have shown before. And it will yield the same results. As in Europe, as in Asia, as in every region of the world, the advance of freedom leads to peace.” June 9, 2004, President Bush declared a modified and extended policy, ``the Broader Middle East and North Africa Initiative(BMENAI)``. In this day, President Bush led the G-8 in establishing a historic “Partnership for Progress and a Common Future” with the Broader Middle East and North Africa to support efforts to advance democracy, freedom, prosperity and reform I this region. After his policy declaration, several report, paper, initiatives, declaration were presented. For example, “People Power”: Nongovernmental Reform Initiatives(January 2004), Arab NGOs Beirut Summit Letter(March 19-22, 2004), Doha Declarationfor Democracy and Reform(June 3-4, 2004), Alexandria Charpter (March 12-14, 2004), The Sana`a Declaration(January 10-12, 2004), The Arab Business Council Declaration(January 2004), Egyptian Muslim Brotherhood Reform Initiative(March 13, 2004), Istanbul Papers(June 25-27, 2004), and so on. Several countries of Middle East - Egypt, Saudi Arabia, Morocco, Jordan - directly responded to the GMEI. Egypt responded the GMEI with ``multicandidate presidential elections system through amendment of article 76 of constitution`` and a little of freedom of press. Reform proposals in Egypt, largely channeled through the ruling National Democratic Party(NDP), have been somewhat cosmetic and often motivated by the Egyptian government`s desire to appear responsive to external (largely U.S.) pressure to reform. Egyptian response to external pressure requesting reform and democracy was accommodative, partial and limited. This paper studies the background and contents of GMEI in foreign policy of U.S.A, and how Egypt to respond to external pressure to reform.
