본 연구는 사회자본이 시민참여를 매개로 하여 정부성과 인식에 영향을 미치는 관계를 확인하는 것이 목적이다. 이를 위해 기존의 사회자본 연구에서 논의되었던 사회자본과 정부 성과, 사회자본과 시민참여, 그리고 시민참여와 정부성과의 영향관계를 고찰하고 이를 실증적으로 규명하였다. 또한 사회자본이 풍부할수록 시민참여의 매개효과가 크다는 것을 밝히기 위해 사회자본이 더욱 높게 측정된 주민자치위원과 상대적으로 사회자본이 낮은 일반시민을 비교하였다. 분석결과, 사회자본이 높을수록 정부성과를 긍정적으로 인식한다는 점을 확인하였으며 일반시민과 주민자치위원의 집단간분석(t-test)·다중집단분석(multi-group analysis)을 통해 사회자본이 풍부할수록 정부성과 인식에 있어 시민참여의 매개효과가 크다는 점을 밝혔다. 본 연구결과를 토대로 Putnam이 서구 국가를 중심으로 확인되어온 사회자본의 정부성과인식에 대한 기능적 측면이 국내에도 적용 가능함을 실증적으로 검증하였다. 또한 주민자치위원회 제도 상, 주민자치위원은 일반시민의 대표라는 점을 가정함에도 불구하고 일반시민과 차이가 있다는 것은 주민자치위원이 일반시민의 선출이 아닌 지방 정부의 선발을 통해 임명되는 절차상의 한계라는 점을 본 연구를 통해 확인하였다.

This study explores relationship among social capital(trust/networks), civic engagement, and government performance perceptions. In particular, we measured the influence of social capital on citizens’ perceptions of government performance through civic engagement. As illustrated in many studies carried out for Western societies, our study verifies the function of social capital in enhancing government performance perceptions among Korean citizens. Under the hypothesis that more social capital would be related to more positive perceptions of government performance, this study compares social capital and civic engagement between ordinary citizens and Resident Committee members of six gu of Seoul Metropolitan City. We find that trust level of Resident Committee members was higher than that of ordinary citizens while the number of networks of the former group was bigger than that of the latter group. The mediating effect of civic engagement in strengthening positive government perceptions was greater in the case of Resident Committee members. We need further studies to test whether higher trust and more civic engagement of Resident Committee members is preconditions or consequences of their experiences as the Committee members.
