It is a security light that installed in the area of concern for emerging a crime or an accident. On the other hand, the house would be suffered from the light pollution if the light involve in, where the light effect was not concerned. Accordingly, It is highly recommended the evaluation criteria of pre-design phase that is able to evaluate the light pollution in order to reduce it by the IES of North America. Recently, according to the enforcement of light pollution law, now it is in progress of introducing the evaluation criteria mentioned before, but that is only in inception phase, the specific standards (draft) is not established yet. In conclusion, this study focuses on the relation of the enforcement of light pollution law based on the analysis of the IES Files of the security light installed in the country and suggest the evaluation criteria of pre-design phase following.
