정부부처 이전과 함께 세종시의 출범은 중앙정부의 과도한 결정력을 지방에 이전하여 줌으로써 실질적 지방분권을 완성하는 자치분권을 실현하는데 있으며, 수도권의 과도한 집중을 완화하여 지역발전의 전기를 마련하고 이를 계기로 대한민국의 균형발전을 실현함으로써 국가경쟁력을 강화해 나가는데 있다. 이를 위해 대한민국과 세종시가 근원적으로 추진해야 하는 자치분권의 내용과 선도균형도시로서 그동안 중앙집권체제와 과도한 수도권집중이 만들어 놓은 갈등구조를 해결하는 지역균형발전으로서의 세종시가 될 수 있도록 해야 한다. 또한 세종시를 계기로 대한민국 지역별로 성장거점도시를 창출해내는 선도도시로서 그 기능을 수행해야 한다. 그리고 세종특별자치시 내 지역균형발전을 모범적으로 이루어내는 균형도시가 되어야 한다. 특히 세종시는 현실적 과제인 행정비효율을 차단하는 일이 급선무인데, 이는 대통령과 부처 간의 문제에서는 대통령 제2집무실을 설치하도록 하고, 국회-정부간의 문제는 국회분원을 설치하도록 하며, 정부 부처 간에는 세종청사와 서울청사의 부처간 협의체를 운영하고, 영상회의를 활성화하는 방안을 모색해야 할 것이다. 정부와 민간 간에는 효율적인 스마트워크센터를 운영하여 대응해야 할 것이다. 또한 정부부처 이전을 명확히 하여 ‘제2의 세종시 수정안’으로 간주되고 있는 현재의 미래부 이전 사태를 법에 따라 원칙대로 처리해야 할 것이다.
