군은 실효적인 사격훈련 여건의 확보와 함께 지역주민의 재산권 및 환경권 보호를 동시에 추구해야 하는 난제에 직면해 있다. 이러한 배경에서 본 연구는 주변지역에 대한 영향이 상대적으로 큰 박격포 및 전차포 사격훈련장 30개소를 대상으로 현 실태를 파악하고 훈련장의 대내･외적 영향요인을 비교분석하였다.

또한, 본 연구는 박격포·전차포 사격훈련장의 운용여건과 주변지역 영향의 수준을 지표화하여 네 가지 유형으로 분류하고, 유형별 효율적 관리방안을 제시하였다. 상기 방법론을 통해 사격훈련장에 대한 정책적 우선순위를 판단하여 예산편성에 활용할 수 있으며 중･장기적 관점에서 훈련장 종합발전계획 수립에 기여할 것으로 기대된다.

The ROK army has been faced with a difficulty in finding a solution to secure the effective firing range training condition while appropriately deal with the property and environmental rights of the local residents.

Hence, this paper examines the current status of firing ranges and categorizes the types of firing range by conducting a comparative analysis considering both internal and external impacts. The analysis is based on 30 mortar and tank gun firing ranges that have a relatively higher level of damage to its surrounding area.

As a result, the firing ranges can be divided into four major categories, ‘satisfactory condition-weak impact,’ ‘satisfactory condition-high impact,’ ‘unsatisfactory condition-weak impact,’ and ‘unsatisfactory condition -high impact.’ This result can be used as evidence and basic framework to support the establishment of firing range management plans by its type, prioritization of the construction of firing range facilities and budget allocation of the firing range conflict management.
