이륜자동차는 구매 및 유지비용 측면에서 일반 자동차에 비해 저렴하고 이동편의성 또한 뛰어나 소규모 화물운송에 꾸준히 이용되고 있다. 사회전반에 걸쳐 활용범위가 넓어지고 있지만 이륜자동차 관리제도는 아직 부족한 점이 많고 개선의 필요성이 있다. 그 중에서도 신고제도는 이륜자동차 관리를 위한 기초정보를 제공한다는 점에서 가장 핵심적인 부분이라고 할 수 있다. 이에 본연구에서는 이륜자동차 신고와 관련된 학술적 차원의 법제분석을 포함해 제도운영 상의 핵심쟁점들을 살펴보고 문제를 해결할 수 있는 신고제도 개선방안을 제시하였다. 사용신고 측면에서는 용도폐지를 엄격히 제한하고 명백한 사용폐지 사유가 발생한 경우에 한하여 폐지신고를 인정하는 구조로 개선하는 방안을 제시하였다. 변경신고와 관련해서는 현재의 변경신고를 일반 자동차와 같이 변경신고와 이전신고로 분리하고 과태료의 부과 역시 차등적으로 부과함으로서 소유권이전 신고를 엄격히 관리할 수 있는 방안을 제시하였다. 또한 폐지신고 관련해서는 현재의 용도폐지조항을 삭제하고 사용폐지의 사유를 보다 명확히 함으로서 미신고 차량의 운행을 원천적으로 차단하기 위한 방안을 제시하였다. 마지막으로 신고와 연계된 제도에 대한 정비방안으로서 폐차제도의 신설과 함께 이를 폐지신고의 사유로서 명시할 것을 제안하였다. 본 연구는 이륜자동차 문제해결의 실마리를 제공하고 장기적으로 자동차관리정책의 수립의 토대를 제공할 수 있을 것이다.

The two-wheeled motor vehicle is constantly being used for small freight transportation, with its cost of purchase and maintenance being cheaper and more portable than the motor vehicles for passengers or freight. Despite the widening coverage in society, the two-wheeled motor vehicle management system still lacks in many ways and needs improvement. Among them, the reporting system is the most important part of providing basic information for the management of two-wheeled motor vehicles. Therefore, this study looked at key issues in the system's operations, including the analysis of academic laws and regulations related to reports on two-wheeled motor vehicles, and proposed improvements to the reporting system to address them. On the report side, a measure was proposed to improve the structure to strictly limit the abolition of the use and recognize the abolition report only when there was a clear reason for its abolition. Concerning the filing of the abolition of the ban, the government proposed a measure to eliminate the existing provisions for the abolition of the use and to provide a clearer reason for the abolition of the use, thus fundamentally blocking the operation of the car. Finally, as a measure to improve the system linked to the reports, it was proposed to establish a bankruptcy system and designate it as a reason for reporting its abolition. The study could provide a clue to solving the motorcycle problem and provide the basis for the establishment of long-term car management policies.
