본 연구에서는 어린이 보호구역 내 보행 사고 감소를 목적으로 확대 설치 중인 대각선 횡단보도에 대해 교통안전성 측면에서의 설치 효과 분석을 진행하고, 권장 설치 기준 및 운영 방안을 제안하였다.

먼저 교통안전 측면에서의 효과 분석을 위해 대각선 횡단보도 설치 전·후에 대한 사고 분석을 수행하였다. 어린이 보호구역 여부, 대각횡단길이 및 사고 유형 등으로 구분하였으며, 단순비교와 비교그룹방법을 활용하여 분석하였다. 분석 결과 전체, 중상이상, 차대사람 및 횡단 중 사고 등 모든 사고 유형이 감소하였으며, 특히 어린이 보호구역의 경우 사고 감소 효과가 보다 큰 것을 확인하였다.

또한, 현장 조사를 통해 대각선 횡단보도 설치 전‧후에 대한 안전성 평가를 진행하였다. 평가 결과 차량당 보행자 상충률은 최대 18% 감소하였고, 차량 신호위반율 및 보행자 무단횡단율은 거의 변화가 없었다.

마지막으로 사고 분석 및 안전성 평가 결과를 기반으로 보행자 기준의 교통조건 및 기하구조 등에 대한 권장 설치 기준과 대각선 횡단보도에 대한 교통안전표지 개선안을 제시하였고, 대각선 횡단보도의 효율적 운영을 위해 시간제 운영 및 비보호 좌회전 운영 방안을 제안하였다.

본 연구를 통해 도출된 보호구역 내 대각선 횡단보도의 설치·운영 방안을 현장에 적용함으로써 어린이 교통사고 사망자 감소에 기여할 것으로 기대한다.

In this study, an effect analysis in terms of traffic safety was conducted on scramble crossings being installed, and criteria for installation and operation were presented.

An crash analysis was performed before and after installing scramble crossings. In the analysis, it was divided into the school zone zones, diagonal traverse lengths, and types of crashes, and then it was analyzed using naive B/A test and C-G method. The analysis confirmed that all types of crashes, including total, fatal injuries, and crossing crashes, were reduced, and that the reduction effect of crash was particularly greater in the case of the school zones. In addition, the safety assessment was conducted before and after installation through on-site investigation. As a result of the assessment, the pedestrian conflict rate per vehicle decreased by up to 18%, the vehicle signal violation rate and pedestrian jaywalking rate remained unchanged. Finally, based on the results of crash analysis and safety assessment, installation criteria and operation plans for scramble crossings were proposed.

It is expected that the installation criteria and operation plan of scramble crossings in the school zones derived from this study will contribute to the reduction of children's crashes deaths by applying them to the site.
