본 연구에서는 최근 논의되고 있는 대구･경북지역의 통합 사례를 대상으로 행정효율성, 공동생활권, 주민편의성 및 참여, 경제성장 및 재정기반, 광역행정 및 균형발전 등의 분석 변수를 중심으로 쟁점을 살펴보았다. 행정 효율성과 주민편의성･참여는 부정적인 결과가, 경제성장과 재정기반은 변화가 크지 않을 것으로 보인다. 그 이외에는 약간의 긍정적인 효과를 기대할 수 있으나, 일각에서 제기하고 있는 지역 경쟁력 강화에 큰 기여를 할 수 있는 수준은 아닌 것으로 보인다. 아울러, 긍정적인 효과를 예상할 수 있는 균형발전의 경우 오히려 대구지역에서는 서비스의 하향화가 이루어질 수 있는 가능성도 있다. 이와 함께 대구라는 대도시는 거대한 인프라와 고도의 도시관리가 필요한 지역으로 중소도시와 농촌지역인 경북과의 통합이 이루어질 때 대구지역의 통합적 도시관리 기능도 저하될 수 있다. 이러한 쟁점들이 있다는 것을 고려할 때 최근 논의되고 있는 시･도 간의 통합에 대해서는 주민들의 다양한 의견 수렴을 바탕으로 다양한 쟁점들에 대한 보다 치밀하고 체계적인 논의가 필요하다.

In this study, the issues of Daegu-Gyeongbuk consolidation were examined focusing on the analysis variables such as administrative efficiency, communal living area, convenience and participation of residents, economic growth and financial foundation, and regional administration and balanced development. Administrative efficiency and residents' convenience and participation will have negative consequences, while economic growth and fiscal foundation will not change significantly. Other than that, some positive effects can be expected, but it does not seem to be at a level that can make a big contribution to strengthening regional competitiveness. In addition, in the case of balanced development, where positive effects can be expected, there is a possibility that services may be downgraded in Daegu.

Along with this, since the metropolitan city of Daegu is an area that requires huge infrastructure and high-level urban management, the consolidation with Gyeongbuk with small and medium-sized cities and rural areas may deteriorate urban management function of the Daegu area. Considering the existence of these issues, a more detailed and systematic discussion on various issues is needed based on the collection of various opinions of residents regarding the consolidation that are being discussed recently.
