헤어는 도덕적 개념의 논리인 보편화가능성이 공평성의 요구를 함의하며, 이를 통해 공리주의에 도달한다고 주장한다. 매키는 보편화의 3단계론을 통하여 헤어의 논증을 비판한다. 그는 도덕적 개념이 함의하는 보편화가능성은 결코 3단계 보편화, 즉 공평성의 요구를 함의하지 않기 때문에 보편화가능성에 기초한 추리 도덕 체계는 공리주의를 산출하지 않는다고 주장한다. 이에 대해 헤어는 보편화가능성은 한 종류밖에 없으며, 이로부터 공평성으로의 발전이 있을 뿐이라고 반박한다. 그러나 공평성으로의 이행은 보편화가능성만으로는 충분하지 않고, 객관적인 도덕적 진리가 존재하지 않는다는 부가적 전제가 보완되어야만 가능하다. 헤어는 비기술주의를 활용하여 객관적인 도덕적 진리의 부재 논증 및 보편화가능성에 기초한 공리주의 논증을 강화할 수 있다.

R. M. Hare argues that universalizability, the logic of moral concepts, implies the requirement of impartiality, by means of which it reaches utilitarianism. J. L. Mackie criticizes Hare’s argument with the thesis on the three stages of universalization. He argues that because universalizability involved in moral concepts does not imply the third stage of universalization, that is the requirement of impartiality, the universalizability-based moral reasoning system does not produce utilitarianism. In replying to Mackie’s critique, Hare insists that there should be only one sort of universalizability, but progression from this universalizability to the requirement of impartiality be possible. However, the progression from universalizability to impartiality are to be accomplished not only by universalizability, but also by complementing it with additional premise that there is no objective moral truth. In order to support the argument that there is no objective moral truth, Hare deploys the non-descriptivist argument, consequently reinforces both the argument for the progression from universalizability to the requirement of impartiality and the universalizability-based argument for utilitarianism.
