인공지능(AI)에 대한 논의는 개별적인 국가차원에서의 개발, 적용, 대응에 따른 경쟁과 협력의 차원이 아니라 이제는 국제관계 틀 속에서 진행되어야 할 새로운 논쟁으로 부상하게 되었다. 미·중 중심의 신냉전 시대에 따른 국제질서가 재편되고 있는 현 시점에서 중국의 인공지능 정책과 군사전략을 분석하는 것은 향후 미국의 대응과 새로운 갈등을 예견하고 우리의 입장에서도 대비할 수 있는 기회를 마련할 수 있겠다.

본 논문은 AI 분야에 관한 중국의 목표와 군사전략을 분석한다. 이를 위해 중국의 인공지능 기술 도입 배경, 정책을 분석하고, 특히, AI 분야에서 세계 패권국이 되기 위해 노력하고 있는 중국의 전략의 틀 내에서 활용에 필요한범주 및 제한하는 의견을 확인하였다. 또한 실효성을 높이기 위해 각 분야별 정책 문서에 대한 분석을 시도하였으며, 이러한 결과를 토대로 하여 중국의 인공지능 기술발전 정책과 군사전략에 대한 보다 포괄적이고 비판적인 이해를 제공하고자 한다.

Artificial intelligence(AI) has became the new terrain of contestation in international relations.

China has published several national-level policy documents, which reflect the intension to develop and apply AI in a variety parts. This article examines the China’s aims to become the world leader in AI by 2030. And then this article focuses on the socio-political backgrounds, strategies, and policies that are shaping China’s AI. In particular, it analyses the main strategic areas in which China is investing in AI and the debates that are delimiting its use. By focusing on the strategies and policies, it seeks to provide a more comprehensive and critical understanding of China’s AI policy by bringing together debates and analyses of a wide array of policy documents.
