Anglo-German and Anglo-American relations during the early 19th and 20th century provide important empirical grounds which to test the validity of Stephen M. Walt’s balance of threat theory. This paper explains why Great Britain behaved differently toward the rising powers-Germany and the united states in the same periods. It demonstrates that the diverging trajectories of the Anglo-German and Anglo-American relations can be fully understood when four criteria--its aggregate strength, geographic proximity, offensive capabilities, and hostile intentions are taken into account together. More importantly, it should be noted that state’s hostile intentions strongly affect the other state’s perceived threat, and also can be critical factor that intensifies or alleviate security dilemma.
