연구목적: 중앙아시아 국가들이 국가 주도적으로 운영되었던 공산주의 체제에서 개방적인 시장자본주의 체제로 이행하기 시작하면서 다양한 변화가 나타나기 시작했다. 본 논문에서는 대학의 독립과 자율성, 그리고 투명성이 보장되는 신뢰가능한 지배구조로 대변되는 서구식 대학조직의 논리가 어떻게 중앙아시아 교육 시장에 적용되고 이식되는지를 제도주의적 관점에서 살펴볼 것이다. 연구방법: 본 논문에서는 중앙아시아 국가 중 카자흐스탄 사례를 살펴봄으로써, 어떻게 대학이 공산주의 국가 통제에서 자율적인 자치 기구로 변화해가는지에 대한 역사적 경로를 살펴볼 것이다. 결과: 본 연구는 카자흐스탄 정부가 전 세계 차원에서 강화되는 제도적 영향력에 조응하기 위해 대학들이 자율성을 갖도록 유도했다는 것을 보여주고 있다. 결론: 중앙아시아는 체제 전환 이후 국가의 규제와 간섭을 줄이고 시장이 우위를 점하는 시장자본주의 체제로 이행하고 있지만, 여전히 그 이행 방식이 국가 주도적이라는 모순 하에 놓여 있다. 이러한 모순은 시장자본주의 체제로의 전환과 작동이 서구 자본주의 사회와 동일하게 이루어질 수 있을 것이라는 명제에 의구심을 가지게 할 것이다.

Purpose: A variety of changes has emerged as Central Asian countries has begun to transit from a state-led communist system to an liberal market one. This paper examines how the organizational logic of a Western-style university, represented by institutional independence and autonomy, is transplanted to the Central Asian education market from an institutional perspective. Methods: This paper investigates the case of Kazakhstan among Central Asian countries, by examining the historical path of how universities become autonomous institutions. Result: The case suggests that Kazakhstan governments encourage universities to have autonomy to correspond to requirements of global institutions. Conclusion: Central Asia has been in the process of transition to a liberal market system that reduces state regulation and interference. However, this paper finds that the process is still under state-led regulation and control. This contradiction raises doubts about the proposition that the university operation is in the same way as the ones in Western capitalist system.
