지난 몇 년간 지역사회 통합돌봄은 취약계층돌봄과 관련된 정책적, 학술적 논의에서 핵심이슈가 되어왔다. 그러나 정작 지역사회 통합돌봄의 뜻과 내용은 논의주체와 논의맥락에 따라 큰 차이를 보인다. 이러한 개념적 혼란은 지역사회 통합돌봄으로 향하는 실천적, 학문적 노력의 걸림돌이 된다. 본 논문은 지역사회 통합돌봄이 정책과 학문의 장에서 어떻게 등장하고 묘사되는지를 점검함으로써 지역사회 통합돌봄에 대한 개념적 이해의 틀을 도출하고, 이 과정에서 지역사회 통합돌봄이 주목하여야 할 지점들을 제시하고자 한다. 우선 한국과 영국의 지역사회 통합돌봄 정책문헌을 검토한 결과, 지역사회돌봄과 통합돌봄은 서로 묶이거나 혼용되지만 각자 독립적인 등장배경, 의미, 쟁점 등을 가진 것으로 보인다. 이후 학술영역에서 드러나는 지역사회 통합돌봄의 성격을 분석하기 위해서 2018년 이후 이를 주제로 한 학술지논문 162건에 대한 텍스트분석을 실시하였다. 텍스트마이닝 결과에 의하면 해당 논문들의 키워드는 총 4개의 토픽으로 정리되었다: 커뮤니티케어 통합 및 연계, 지역사회 계속 거주, 일상생활 수행, 노인 돌봄 서비스. 이는 연구주제 상 통합 및 연계가 지역사회 거주로부터 분리되는 경향을 보여주는 것으로, 통합돌봄과 지역사회돌봄의 대조를 닮아있다. 의미연결망 분석에 따르면 노인 관련 키워드가 네트워크의 중심부에 위치하는 반면, 장애인 관련 키워드는 주변부에 나타났다. 이는 현재 지역사회 통합돌봄 연구가 노인에 집중되어 있음을 보여준다. 이상의 결과들을 기반으로 본 연구는 지역사회 통합돌봄에 대하여 지역사회역할(in, by, of the community)과 통합지점(욕구, 지원주체 및 전달체계, 돌봄대상), 통합강도(연계, 협력, 완전 통합)라는 세 가지 축의 조합으로 접근하기를 제안한다. 이러한 접근이 현장성과 지속가능성을 갖춘 지역사회 통합돌봄 프로그램을 개발하는데 도움이 될 것으로 기대한다.
