본 연구는 향후 태평양도서국의 정치·경제, 사회·문화, 생태·환경, 해양·수산, 보건·의료, 자원 및 역사 등 복합적 중요성이 더욱 증대될 것을 고려하여 태평양도서국의 발전을 위한 접근 전략에 관한 연구를 하였다. 이는 태평양도서국을 바라보는 한국의 시선과 접근 전략을 연구하는 것을 목적으로 두었다. 따라서 향후 연구는 태평양도서국의 역사와 초기 유럽인들의 태평양지역에 대한 인식과 한국과의 역사적 연결고리 등도 검토하여 우리나라가 확립해야 할 시선과 접근 전략을 제시해야 할 것이다. 특히, 윤석열 정부의 인도-태평양전략은 한국이 인도-태평양지역의 모든 국가가 조화롭게 공존하도록 인도-태평양의 자유, 평화, 번영에 이바지할 것이며, 그 과정을 주도해 나갈 것이라고 강조하고 있다. 또한, 이와 관련해 국제 규범을 준수하고, 자유, 민주주의, 법치, 인권을 비롯한 보편적 가치를 토대로 마련된 규율을 강화하겠다고 제시하고 있다. 여러 주요 분야에서 다른 국가와 협력을 강화하겠다는 것이 바로 인도-태평양전략을 관통하는 핵심 주제이자 주요 맥락이다.

연구 결과, 태평양도서국의 발전 접근 전략의 방향을 제시하면, 첫째, 적극적 외교적 대응이다. 둘째, 인도-태평양전략 바탕 위에서 독자적이고 포괄적인 새로운 대외전략과 지역협력 모색이다. 셋째, 한국의 태평양도서국 지역에서의 역할과 공헌의 확대이다. 넷째, 태평양도서국과의 연계 및 협력을 대외전략 차원으로 격상하여 더욱 획기적으로 확대하는 것이다. 이러한 태평양도서국 발전 접근 전략 방향 하에서 구체적인 발전 접근 전략을 제시하면, 첫째, 경제협력 강화 및 다각화 전략, 인프라 구축 및 개발 프로젝트 촉진전략, 해수면 상승에 대응한 지속 가능한 발전 촉진전략, 교육 및 문화관광교류 촉진전략, 안보협력 촉진 접근 전략 등이다. 하지만 가장 중요한 점은 전 세계가 태평양도서국을 향해 구애하는 상황에서 한국만의 차별화된 전략이 있어야 할 것이며, 태평양도서국의 특색에 맞는 협력사업을 구체화하는 전략적 접근이 필요하다는 점을 명심해야 한다.

This study considered that the complex importance of Pacific Island countries, including politics and economy, society and culture, ecology and environment, oceans and fisheries, health and medicine, resources and history, will increase further. The purpose of this study was to contribute to Korea's international community by studying Korea's perspective and approach strategy toward Pacific Island countries. Hence, future research should review the history of Pacific Island countries, early Europeans' perception of the Pacific region, and historical links with Korea to suggest perspectives and approach strategies that Korea should establish. In particular, the Yoon Seok-yeol government's Indo-Pacific Strategy emphasizes that Korea will contribute to the freedom, peace, and prosperity of the Indo-Pacific and lead the process so that all countries in the Indo-Pacific region coexist harmoniously. In this regard, it is proposed that international norms will be observed and regulations established based on universal values, including freedom, democracy, rule of law, and human rights, will be strengthened. Strengthening cooperation with other countries in various key fields is the core theme and main context that runs through the Indo-Pacific Strategy.

As a result of the study, the direction of development approach strategies for Pacific Island countries is presented as follows. First, it is an active diplomatic response. Second, it is a search for a new independent and comprehensive foreign strategy and regional cooperation based on the Indo-Pacific strategy. Third is expanding Korea's role and contribution to the Pacific Islands region. Fourth, the linkage and cooperation with Pacific Island countries will be upgraded to the external strategy level and further expanded. Under the direction of this Pacific Island country development approach strategy, specific development approach strategies are presented as follows. First, strengthen economic cooperation and promote diversification strategies. Second, the strategy to promote infrastructure construction and development projects is promoted. Third, the promotion of sustainable development promotion strategies in response to sea level rise. Fourth is the promotion of education and cultural tourism exchange promotion strategies. Fifth, the promotion of security cooperation promotion approach strategies. Yet, the most important thing is that Korea must have a differentiated strategy when the world is courting Pacific Island countries. In addition, it should be kept in mind that a strategic approach is needed to specify cooperative projects tailored to the characteristics of Pacific Island countries.
