공적개발원조(official development assistance, ODA) 예산 규모가 확대되고, 생태계 확장 및 내실화 방안이 발표되면서, 양질의 청년일자리에 대한 기대감도 확산되고 있다. 그러나 현실적으로 많은 청년들이 비정규·체험형 일자리에 머물고 있어, 향후 이를 보완할 정책방안이 필요하다. 국제개발협력이 다양한 산업과 연계되고 있는 시점에서, 본 연구는 고용창출효과가 큰 편으로 알려진 해외 건설시장의 진출 현황과 이를 통한 양질의 청년 일자리 창출 및 국제개발협력의 효과성 제고를 위한 해외 건설시장 진출 관련 정책방향을 모색하였다. 이에 본 연구는 2014~2021년 기간 동안 1,572건의 해외진출 기업 수주 프로젝트에 대한 매트릭스 분석을 수행하였고, 이를 통해 연도별, 공종별, 국가별 현황과 시장 잠재력을 파악한다. 더 나아가, 해외 건설시장 진출과 청년 일자리 간의 연계에 대한 정책 방향을 도출하기 위한 전문가 면담을 실시한다. 분석 결과, 매트릭스 분석을 통해 권역별로는 중동·아프리카, 중남미 지역이 유망하며, 건설, 산업설비, 전기 등의 공종에 속하는 프로젝트가 유망한 것으로 나타났다. 우리나라 ODA 프로젝트뿐만 아니라, 아시아개발은행, 세계은행, 개발업자 및 기타에 해당되는 재원을 활용한 해외진출 건설 프로젝트에 대한 관심과 지원이 필요하다는 점도 시사한다. 국제개발협력과 연계된 해외 건설시장 진출을 통해 청년들이 글로벌 기회를 확대하면서 양질의 일자리를 찾기 위해서는 1) ESG(environmental, social, and governance) 경영과 관련한 친환경 에너지로의 패러다임 전환 전문성 강화, 2) 코로나19 이후 현장 적응력을 높이기 위한 디지털 전환에 대한 이해, 3) 협력국의 건설환경, 법, 제도, 문화, 종교 배경지식과 위험 관리 역량이 보완될 필요가 있다는 의견이 제시되었다.

As the Official Development Assistance (ODA) budget is increasing and programs are developing, expectations for decent work for the youth are also rising. However, many young people have temporary jobs and internships. This study examines the collaborative strategy between international development cooperation and overseas construction markets, which are known for their significant employment impact. This strategy aims to create decent work opportunities for the youth and to enhance the effectiveness of international development cooperation. In this regard, this study conducts a matrix analysis of 1,572 overseas projects won by Korean companies from 2014 to 2021 to understand the current status and identify growth potential based on the year, project type, and country. Moreover, this study conducts interviews with experts to determine policy implications for connecting the overseas construction market with job opportunities for the youth. The analysis results suggest that projects in the Middle East, Africa, Central and South America, and those falling under construction, industrial facilities, electricity, and related categories appear to be promising. This study also suggests the need for attention and support for overseas construction projects utilizing funds from institutions such as the Asian Development Bank, World Bank, and development agencies as well as South Korea's ODA projects supported by the government. To create better job opportunities for young people in the overseas construction market, the interviewed experts suggest the need for a paradigm shift towards green energy within the context of environmental, social, and governance (ESG) management. Understanding digital transformation after the COVID-19 pandemic and having knowledge about partner countries, including their construction environments, legal and institutional systems, culture, religion, and risk management capabilities, are considered essential steps towards providing decent jobs for the youth.
