협치(Governance)는 현대 사회에서 정부와 민간 부문이 함께 공공 문제를 해결하기 위한 중요한 메커니즘이다. 이에 본 연구는 협치의 요소로서 다섯 가지 민주성(Democratic Nature), 제도성(Institutional Structure), 관계성(Relational Dynamics), 결과 및 성과(Outcomes and Performance), 상호작용을 통한 협력 과정(Collaborative Processes through Interaction)으로 구성하였으며, 이와 같은 각각의 요소는 협치를 위해 필요하다.

본 연구는 AHP(Analytic Hierarchy Process)을 통해 현대 사회에서 공공부문의 정책 결정 및 실행 과정에서 영향력 있는 요소들을 종합적으로 검토하고, 민주성, 제도성, 관계성, 결과 및 성과, 상호작용 등의 다양한 변수들 간 관계의 중요도와 우선순위를 명확히 하는 것이다. 이에 본 연구는 AHP 분석을 위하여 평택시 공무원, 중간지원조직, 시민의 3그룹으로 분류한 총 1,251명을 대상으로 설문조사를 진행하였다. 이와 같은 분석 결과에 따라 상위 요인의 중요성에 대한 분석은 의사결정권자는 협치와 효과성 강화에는 '민주성'이 가장 중요한 요인으로 지속가능발전을 촉진하고 SDGs 및 ESG 체계와의 일치에 민주성의 중요성을 나타냈다. 또한 민주성, 제도성, 관계성, 결과 및 성과, 상호작용을 통한 협력 과정의 하위 요인 분석 및 SDGs 및 ESG 연관성에 관하여 논하였으며, 이를 통해 평택시의 ESG 협치 시스템 구축을 위한 신뢰할 수 있는 결과를 제공한다.

Governance is an important mechanism for the government and private sector to solve public issues together in modern society. Accordingly, this study consists of five elements of governance: democratic nature, institutional structure, relational dynamics, outcomes and performance, and collaborative processes through interaction. Each of these elements is necessary for governance. This study comprehensively reviews influential factors in the policy decision-making and implementation process of the public sector in modern society through AHP (Analytic Hierarchy Process) and clarifies the importance and priority of relationships among various variables such as democracy, institutional structure, relationships, outcomes and performance, and interaction. Accordingly, this study conducted a survey of 1,251 people classified into three groups: Pyeongtaek City civil servants, intermediate support organizations, and citizens for AHP analysis. Based on the results of this analysis, the analysis of the importance of the upper factors showed that 'democracy' is the most important factor for decision makers to strengthen cooperation and effectiveness, and it is important for promoting sustainable development and for consistency with the SDGs and ESG system. In addition, the analysis of the lower factors of democracy, institutionality, relationship, results and performance, and cooperation process through interaction, and the correlation with SDGs and ESG were discussed, and through this, reliable results are provided for establishing the ESG cooperation system in Pyeongtaek City.
