본 논문은 기후 변화, 경제적 안보, 에너지 정책의 세 가지 관점에서 EU와 미국 간 입장 차이를 살펴보았다. 이러한 차이로 인해 인도-태평양 지역의 문제를 해결하는 데 있어 양자간 조정은 제한적일 수 밖에 없다. 대서양 양쪽의 지정학적, 경제적 고려 사항이 다양하기 때문에 양측이 인도-태평양 전략을 가지고 있음에도 불구하고 우선순위가 상당히 다르다. EU는 중국을 억제하는 것보다 인도-태평양 지역에서 자유 무역을 우선시하는 반면, 미국은 이 지역에서 리더십과 질서를 유지하는 데 중점을 두고 있다. 양측이 경제적 안보를 강조하는 반면, 일부 EU 회원국은 에너지 독립 수준이 다양하기 때문에 천연 가스 소비를 적극적으로 줄이는 데 주저하고 있다. 양국이 추구하는 기후 목표는 비슷하지만 국가와 국제 기구 간의 차이로 인해 정책 도구와 역량에 차이가 있다. EU와 달리 미국은 보조금을 통해 에너지를 전환할 수 있는데, 이는 주(州)별 경제적, 구조적 차이로 인해 어려움에 직면해 있습니다. 결론적으로 본 논문은 기후 변화, 경제적 안보, 에너지 정책이 삼중고를 만들어 양국이 인도-태평양 지역에서 가지는 공통의 이해관계를 도전적인 과제로 만들었다고 주장한다.

This article examines transatlantic divergences from three perspectives: climate change, economic security, and energy policy. These divergences result in limited transatlantic coordination in addressing challenges in the Indo-Pacific region. Due to varying geopolitical and economic considerations on both sides of the Atlantic, their priorities differ significantly even though both sides have Indo-Pacific strategies. The EU prioritizes free trade in the Indo-Pacific region over containing China, while the United States focuses on maintaining its leadership and order in the region. While both sides emphasize economic security, some EU member states are hesitant to actively reduce natural gas consumption due to varying levels of energy independence. Although transatlantic climate goals are similar, policy tools and capabilities differ due to variations among states and international organizations. Unlike the European Union, the United States can transition energy through subsidies, which faces challenges due to economic structural differences among its member states. In conclusion, this article argues that climate change, economic security, and energy policy have created a trilemma, making common interests in the Indo-Pacific region a challenging objective.
