우르줄라 폰 데어 라이엔은 2019년 유럽연합 집행위원장 취임 당시 자신이 이끄는 집행위원회는 '지정학적 위원회'가 될 것이라고 선언하며 EU가 21세기 지정학적 긴장에서 벗어날 수 없다는 현실을 지적했다. 그리고 규범적 권력이 이 지정학적 게임에 관여됨도 역설했다. 더 강력한 군사 방어 시스템을 구축하는 방식이건, 아니면 더 다양한 무역 방어 수단을 도입하는 방식이건 간에, EU는 의심할 바 없이 "방어적" EU 태도를 취하고 있다. 이러한 상황에서 “방어적 외교정책과 규범적 권력은 양립할 수 있는가?” 혹은 “방어적인 EU는 군사적, 경제적 측면에서 외교 정책을 어떻게 조정할 것인가?”에 관해 고찰할 필요가 있으며, 이 질문들이 본 논문에서 다루고자 하는 주제이다. 또한, 본 논문은 오늘날 국제관계의 3대 강국, 즉 미국, 중국, EU에 초점을 맞추고 있다. 2017년부터 EU는 전략적 자율성을 확보하고자 노력하고 있는 만큼, 본 논문에서는 EU가 군사적, 경제적 대외정책 측면에서 어떻게 방어적인 유럽을 위한 규범적 의제를 형성하고 있는지, 그리고 EU가 미국과 중국 사이에서 전략적 균형을 유지하고자 하는 목표를 달성할 역량을 갖추고 있는지를 분석하였다. 본 논문은 실제로 최근 몇 년간 EU가 미국, 중국과 직면한 분쟁의 상당 부분이 EU의 외교 정책 방향 전환에서 비롯되었음을 주장한다. 그리고 EU는 미·중 경쟁에서 자국의 입지를 확립함에 있어 전략적 자율성을 보장해야 할 이해관계와 필요성을 분명히 가지고 있음도 주장한다.

When Ursula von der Leyen took office as the President of the European Commission in 2019, she declared that il will be a “Geopolitical Commission” under her lead, pointing out the reality that the EU cannot stay outside of the geopolitical tension of the 21st century, and affirming that the normative power will join the geopolitical game. Whether it is establishing a stronger military defence system or introducing more diverse trade defence instruments, a “defensive” EU is undoubtedly taking shape. But are defensive foreign policy and normative power compatible? How will the defensive EU adjust its foreign policy in terms of military and economic aspects? These are the first set of questions to be answered in this paper. Secondly, this paper will turn its focus on the three major powers in international relations today, namely the United States, China, and European Union. As the EU strongly aspires to acquire strategic autonomy since 2017, this project would analyze how the EU is forming a normative agenda for a defensive Europe in terms of its military and economic foreign policy, and whether it has the capacity to achieve the goal of strategic balance with the United States and China. The paper manifests that indeed, a large part of the disputes that the EU has encountered with the US and China in recent years comes from the shift in the EU’s foreign policy direction. And the EU sure has the interests and needs to ensure its strategic autonomy when finding its position in the US-China competition.
