(연구 배경 및 목적) 2023년부터 서울시는 ‘그레이트 한강 프로젝트’를 추진 중이며, 압구정 아파트지구와 성수전략지구를 대상으로 ‘신속 통합기획(안)’을 수립하였다. 그러나 ‘한강 이용 실태 조사’에 따르면 한강공원으로의 낮은 접근성과 이용률이 가장 큰 문제점으로 지적되었고, 공동주택 단지들이 다수 한강 변에 입지하고 있어 사유화될 우려가 있다. 이에 관련 계획이 수립된 현재 시점에서 그레이트 한강 프로젝트와 한강 변 공동주택 재건축사업 추진으로 인하여 예상되는 보행성 변화를 살펴볼 필요가 있으나 현재까지 진행된 선행연구는 한강 변 시설의 이용 만족도를 분석한 연구가 대부분이며 보행성 변화와 관련된 연구는 미흡한 실정이다. 따라서 본 연구의 목적은 압구정 아파트지구와 성수전략지구를 중심으로 ‘그레이트 한강 프로젝트’와 ‘신통기획’ 계획에 따른 보행성의 변화를 비교분석하고, 한강 변과 배후지의 보행접근성 개선에 대한 정책적 시사점을 도출하는 것이다. (연구 방법) 본 연구는 UNA를 통해 한강 배후지의 건축물에서 한강 변으로의 보행성을 접근성(Gravity), 중심성(Betweenness), 효율성(Straightness) 지표를 활용하여 보행거리 500m, 1,000m, 1,500m 별로 분석함으로써 그레이트 한강 프로젝트(안)을 적용한 경우, 압구정 아파트지구·성수전략지구의 신속 통합기획(안)을 적용한 경우, 두 계획 모두를 적용한 경우의 차이를 도출하며 분산분석(One-way Anova)을 통해 차이를 검증한다. (결과) 본 연구를 통해 도출된 결과는 다음과 같다. 첫째, 그레이트 한강 프로젝트(안)와 신속 통합기획(안) 모두를 적용한 경우, 한강 배후지에서의 접근성, 중심성, 효율성이 모두 개선되었다. 둘째, 네트워크의 범위는 접근성, 중심성, 효율성 측면에서 계획안들을 모두 적용하였을 때 가장 크게 확대되었다. 셋째, 사업 간 보행성의 차이는 접근성, 중심성, 효율성 모두에서 유의미한 차이를 보였으며, 두 계획안을 동시에 적용한 경우 보행성의 변화가 가장 크게 나타났다. 이어서, 신속 통합기획(안), 그레이트 한강 프로젝트(안), 그리고 현황 순으로 보행성의 변화가 나타났다. (결론) 계획안을 모두 적용한 경우, 보행성의 개선이 가장 크게 이루어졌다. 이를 통해 한강의 공공성 및 보행연계 강화를 위해서는 한강 변에 시설을 조성하는 것 외에도 배후지와의 보행 연결 계획이 중요하다는 시사점을 도출할 수 있었다. 향후 계획 추진 시, 본 연구 결과를 반영하여 보행성 변화의 양상을 고려한 도시관리 방안 수립이 필요하다.
(Background and Purpose) Since 2023, the Seoul Metropolitan Government has been promoting the ‘Great Han River Project’ and has established a ‘Rapid Integration Plan’targeting the Apgujeong Apartment District and Seongsu Strategic District. However, according to the ‘Survey on the Use of the Han River’, the low accessibility is pointed out as the biggest problem. In addition, there are concerns that the Han River will be privatized due to the presence of apartment complexes along the Han River. Therefore, it is necessary to look at the expected changes in walkability due to the promotion of the Great Han River Project and the Apartment Housing Reconstruction Projects at the present time when the related plan has been established, but most of the previous studies have analyzed the satisfaction of using facilities along the Han River, and there is a lack of research related to changes in walkability. So the purpose of this study is to analyze and compare the changes in walkability due to the 'Great Han River Project' and 'Rapid Integration Plan', focusing on the Apgujeong Apartment District and Seongsu Strategic District, and to derive policy implications for improving pedestrian accessibility along the Han River and in the hinterland. (Method) This study analyzes the walkability from the buildings in the hinterland of the Han River to the banks of the Han River by pedestrian distance (500m, 1,000m, 1,500m) using the indicators of gravity, betweenness, and straightness through UNA, and derives the difference between the Great Han River Project (plan), the Rapid Integration Plan of Apgujeong Apartment District and Seongsu Strategic District, and the application of both plans, and verifies the difference through analysis of variance (One-way ANOVA). (Results) The results of this study are as follows. First, when both the Great Han River Project (plan) and the Rapid Integration Plan were applied, accessibility, centrality, and efficiency in the hinterland of the Han River were all improved. Second, the scope of the network expanded the most in terms of accessibility, centrality, and efficiency, when all of the plans were implemented. Third, the difference in walkability between projects was found to be significant in terms of accessibility, centrality, and efficiency, and overall the change in walkability was seen in the order of status when the two plans were applied at the same time, when the Rapid Integrated Plan was applied, and when the Great Han River Project (plan) was applied. (Conclusion) When all the plans are applied, it was found that the greatest improvement in walkability is achieved, and in order to strengthen the publicity and pedestrian connection of the Han River, it is important to plan for pedestrian connection with the hinterland in addition to creating facilities along the Han River.권호기사
