본 연구에서는 울산광역시에서 첫 개소한 발달장애인 평생교육센터의 프로그램 운영 실태를 파악하고, 이를 통해 성공적인 운영 모델을 도출하는 데 목적이 있다. 울산 발달장애인 평생교육센터의 센터장과 실무자 3명, 외부 강사 2명으로 심층 면담을 진행하고 센터를 이용하고 있는 발달장애인의 보호자에게 만족도 설문조사를 하였다. 이 밖에 센터에서 제공받은 문서를 분석하고 진행 중인 프로그램에 참여 관찰을 해 자료를 수집하였다. 수집된 자료는 연속적 비교법과 기술통계를 이용하여 분석하였다. 발달장애인 평생교육센터 서비스 제공자의 인식은 ‘발달장애인 평생교육센터에 관한 인식’, ‘발달장애인을 위한 지원적 역할’, ‘발전을 위한 과제’로 구분돼 12개의 상위 범주와 45개의 하위 범주, 106개의 개념으로 분석되었다. 이용 만족 정도는 5점 만점에 물리적 환경은 4.15(±0.65), 서비스는 4.105 (±0.68), 프로그램은 4.16(±0.65), 전체는 4.13(±0.65)의 높은 수준인 것으로 나타났다. 발달장애인 평생교육센터는 발달장애인의 자립을 위한 센터 역할을 하기 위해서는 명확한 지침에 따른 기능 정립이 필요하며 지속적인 프로그램 개발과 다양한 경험 제공으로 발달장애인의 긍정적인 삶의 태도를 이끌어야 할 것이다.

This study aims to examine the operational status of the lifelong education center for individuals with developmental disabilities, which opened for the first in Ulsan City, and to derive a successful operational model based on the findings. In-depth interviews were conducted with the center director, three staff members and two instructors at the center. Additionally a satisfaction survey was administered to the guardians of individuals with developmental disabilities who use the center. The collected data were analyzed using continuous comparison methods and descriptive statistics. The perceptions of service providers were analyzed into 12 upper categories, 45 lower categories, and 106 concepts in the areas of ‘perception of lifelong education centers for the developmental disabilities’, ‘supportive roles for the developmentally disabled’, and ‘tasks for development’. The satisfaction level was measured on a 5-point scale, showing high scores for the physical environment (4.15±0.65), services (4.105±0.68), programs (4.16±0.65), and overall satisfaction (4.13±0.65).
