본 연구의 목적은 국립 A대학에 2025학년도부터 도입된 전공자율선택제의 교육효과성을 종단적으로측정하는 도구 개발이다. 이를 위해 선행연구와 타 대학 사례를 검토해 핵심 요인을 도출한 뒤, 고등교육전문가 12인을 대상으로 델파이 조사를 실시하여 내용 타당도를 확보하였다. 최종 도구는 자율전공학부입학생용 66문항과 학과⋅학부 입학생용 37문항으로 구성되며, 입학 후-1학기 종료-1학년 종료의 세시점에서 상황-투입-과정-산출 영역을 체계화하였다. 이 도구는 전공탐색 경험, 교양⋅비교과 참여, 교수-학생 상호작용, 대학 소속감, 교육만족도, 학업성과 등 학생 경험 관점에서 진단할 수 있는 측정틀을 제시하며, 대학 차원의 성과관리⋅교육과정 질 관리, 신입생 맞춤형 지원정책 설계, 교양교육-전공탐색 교과의 연계 및 개선에 활용 가능한 근거를 제공한다.
