산업현장의 안전관리는 작업에 나서는 근로자의 생명과 신체를 보호하고, 안전사고를 예방하기 위한 교육과 훈련, 안전 기술, 감독과 규제 등 일련의 조치와 체계를 의미한다. 안전관리는 모든 산업 활동에서 근로자 보호를 위해 기본적으로 전제되어야 할 요소이며, 현대 산업사회에서는 법령과 기술, 문화의 복합적 작용을 통해 체계적으로 구축된다. 북한은 정치·사회·경제 등 국가 사회 전반에 걸쳐 고도의 폐쇄성을 유지하고 있어 외부 세계와의 정보 교류를 극히 제한하고 있으며, 공장과 기업소 등 산업현장의 안전관리와 산업재해 실태 등 관련 자료에서도 이러한 기조는 이어지고 있다. 북한의 산업현장은 노후화한 산업 시설에서 할당된 생산 목표의 달성을 우선으로 하고 있어 안전사고가 자주 발생하고 있으나 노동자 안전 도모를 위한 법적 제도적 장치들은 정치와 경제, 국제 제재에 따른 대외 환경 악화 등의 복합적 제약으로 현장 적용의 한계를 드러내고 있다.

이러한 실정에서 본 연구는 북한 산업현장에서의 안전관리 실태를 교육적, 기술적, 독려적 측면에서 분석하여 구조적 한계를 밝히고 개선 방안을 제시하고자 한다. 이를 통해 향후 남북한 산업 협력과 상생 시기의 산업현장 안전관리 정책을 수립하는 데 있어 기초 자료로서 활용하고자 한다.

Safety management in industrial settings encompasses a series of measures and systems, including education and training, safety technology, supervision, and regulations, to protect the lives and bodies of workers and prevent accidents. Safety management is a fundamental prerequisite for worker protection in all industrial activities, and in modern industrial societies, it is systematically established through the complex interplay of laws, technology, and culture. North Korea maintains a high degree of isolation across all aspects of its political, social, and economic systems, severely restricting information exchange with the outside world. This trend is evident in safety management at industrial sites, such as factories and enterprises, as well as in the status of industrial accidents and related data. North Korean industrial sites prioritize achieving assigned production targets in aging industrial facilities, leading to frequent accidents. However, legal and institutional mechanisms for worker safety are limited in their practical application due to complex constraints, including political, economic, and a deteriorating external environment stemming from international sanctions.

Against this backdrop, this study analyzes the current state of safety management in North Korean industrial sites from educational, technical, and enforcement. This analysis aims to identify structural limitations and suggest improvement measures. This research aims to serve as a foundational resource for establishing safety management policies for industrial sites in the era of inter-Korean industrial cooperation and mutual prosperity.
