The Defense Quality Management System (DQMS) in Korea, which is based on ISO 9001 and codified in KDS 0050-9000, currently operates voluntarily, thus creating potential discrepancies in the quality assurance and safety management of defense supplies. This study develops selection criteria to identify target firms for the phased mandatory DQMS certification. Two complementary approaches are proposed: (i) a taxonomy-based classification method utilizing existing frameworks (weapon system categories and
Korean Standard Industrial Classification codes) to ensure administrative efficiency; and (ii) a comprehensive risk-assessment scorecard that evaluates firms across multiple dimensions, including hazard exposure levels, safety-management track records, and supply-chain criticality. The scorecard model allocates 200 points across four risk tiers, with different implementation timelines for each tier. A hybrid framework that integrates both approaches is introduced, where taxonomy is used for the initial scope definition and a scorecard for firm-specific risk assessment. Additionally, this study examines the legal and institutional requirements for a successful implementation.
