주택임대차보호법 개정과 코로나19 이후 급격한 금리 인상에 따른 거시경제 변동성이 커짐에 따라 발생한 주택시장의 불안정한 상황은 역전세 현상을 심화시켰다. 이는, 주거 취약계 층을 대상으로 한 전세사기 급증으로 이어져 심각한 사회문제로 관심이 집중되었다. 이에 정부는 「전세사기 피해자 지원 및 주거안정에 관한 특별법」을 제정하여 대응했으나 엄격한 피해자 인정 기준과 실효성 낮은 지원책으로 인해 전세사기의 근본적인 문제 해결에 한계를 보였다. 결국, 특별법은 2025년 5월, 일부 내용을 보완하여 연장됨에 따라 기존 정책효과가 시장의 복잡한 동학을 따라가지 못했음을 방증한다.

이에 따라 본 연구는 시스템 다이내믹스 방법론을 활용하여 정책 전 주기를 종합적인 시각에서 분석하여 문헌 고찰을 통해 인과지도를 작성한다. 여기에 기존 정책들이 피해자 구제 불능과 시장 불신 확산이라는 악순환 구조를 제어하는 데 실패한 구조적 원인을 진단한다. 이를 통해 전세사기 특별법이 연장으로 귀결된 과정을 추적하고 향후 동일한 제도적 문제가 반복되지 않도록 실효성 있는 정책적 대안을 모색하고자 한다.
