This study recognized universal design as a core urban policy challenge amidst rapid demographic changes, such as low birth rates and an aging population, and the growing demand for guaranteeing the rights of the socially vulnerable. This study compared and analyzed relevant ordinances and guidelines from Seoul, Gyeonggi Province, and Busan, the major metropolitan cities in Korea. The analysis revealed that while each local government pursued the common goals of protecting the socially vulnerable and improving the public environment, the scope of policy application and implementation methods differed significantly based on regional topography, population structure, and administrative characteristics. Seoul, a high-density city, prioritized continuity in the pedestrian environment; Busan, with its mountainous and coastal areas, emphasized overcoming physical constraints; and Gyeonggi Province, a mixed urban-rural region, emphasized flexible standards that considered regional characteristics. Through this comparative analysis, this study synthesized the commonalities and differences in regional policies, providing the foundation for the development of integrated guidelines with nationwide consistency. Furthermore, it emphasized that universal design transcends mere physical environmental improvements and is a core value for achieving social integration and sustainability.
