본 연구는 초고령사회와 지역소멸 위기 속에서 대안으로 등장한 대학 기반 은퇴자 주거단지(UBRC: University-Based Retirement Community)의 국내·외 동향을 검토하고 한국형 UBRC의 추진 방향을 제시하는 데 목적이 있다. 2025년 9월 초까지 발표된 언론 보도, 국내·외 학술 연구, 정부 정책 자료 등을 바탕으로 질적 문헌분석 연구를 수행하고 주제별 범주화, 국내·외 현황 및 사례 분석 등의 절차를 통해 UBRC의 개념, 운영 내용과 사례, 가능성과 발전 과제 등을 제시하였다. 분석 결과, 국내에서 UBRC는 정착 및 논의 초기 단계이며, 미국·일본 등의 해외 사례는 주거·교육·의료·문화 기능의 통합 운영과 대학–지역 간 협력 구조 등 한국형 모델 구성에 참고할 내용을 제공하였다. 한국형 UBRC 활성화를 위해 고령친화적 공간 조성, 평생교육·돌봄 기능의 통합 운영, 공공성 기반의 접근성 확보, 지자체–대학–민간 협력 체계 및 제도적 기반 구축 등이 요구된다. 본 연구는 UBRC가 고령사회에서 대학의 사회적 역할을 확장하고 지역대학의 발전 전략이 될 수 있음을 제시하고 향후 정책 및 제도 설계의 기초자료로 활용될 수 있을 것이다.
