본고를 통하여 사할린 한인동포 귀환 관련 문제는 식민지의 역사적 책임, 냉전의 외교적 제약, 인권의 보편적 가치가 교차하는 복합적 과제임을 다시 확인하였다. 일제의 전시동원은 사할린 한인동포 문제의 기원이었으며, 일본의 전후 책임 회피는 그들의 귀환을 장기간 지연시켰다. 소련의 폐쇄적 체제와 한국의 외교적 한계가 더해지며, 사할린 한인동포들은 수십 년간 ‘무국적의 삶’을 강요받았다.

1980년대 이후 한국 정부는 제한된 외교 환경 속에서도 국제기구와 협력하여 인도주의적 접근을 시도하였으며, 민간단체의 연대와 국제사회의 공감대 형성을 통해 귀환 논의의 전기를 마련하였다. 그러나 귀환의 실질적 성과는 제한적이었고, 문제의 근본 원인인 일본의 역사적 책임과 국제사회의 제도적 대응은 여전히 미완의 과제로 남았다. 사할린 한인동포 문제는 오늘날에도 재외국민 보호와 역사적 정의의 실현이라는 과제를 성찰하게 하는 역사적 사례이다.

이들의 귀환운동은 단순한 과거사 청산을 넘어, 전쟁과 식민지의 피해자에 대한 인권 보장의 필요성을 환기시키며, “기억과 책임, 그리고 연대”라는 가치가 국제사회 속에서 지속적으로 논의되어야 함을 보여준다.
